Common prosperity for all is an essential requirement of socialism and an important feature of Chinese modernization.One of the most prominent weaknesses is in rural areas.Rural inclusive service supply is an effective means to reach the goal of common prosperity for all and primary-level governance is an important factor affecting rural inclusive service supply.As our overall national strength continues to strengthen,the transformation of the principal contradiction in the new era,and the aging of the population,we must constantly improve people’s livelihood.To develop inclusive services in rural areas in the new era,we need to take common prosperity for all as the guide,take community-level governance as the focus,expand diversified services on the basis of equal access to basic public services,and steadily promote appropriate inclusive services to comprehensive and precise inclusive services.At present,it is urgent to provide a higher level of accessible,affordable and acceptable inclusive services for rural areas,so as to enhance farmers’ new expectations for a better life,improve farmers’ sense of fulfillment and satisfaction,and steadily promote common prosperity for all in rural areas.Based on the research on inclusive services such as old-age care,inclusive childcare,inclusive preschool education and other inclusive services,this paper systematically analyzes the optimization of the supply contents and objectives of rural inclusive services under the guidance of common prosperity for all,that is,the optimization of the supply contents is manifested in the leap from moderate inclusive services to all-round inclusive services,from the basis of guarantee to effective supply,and from equal opportunities to fair results.The optimization of supply target is manifested in optimizing the "node-network" linkage rural inclusive service governance to deepen accessibility,strengthening the "market-public welfare" win-win rural inclusive service incentive to improve affordability,and planning the "content systematization-seamless structure" rural inclusive service project to strengthen acceptability.On this basis,villages in the central region are selected to construct specific measurement indicators of the impact of primary-level governance on rural inclusive service supply.Using surveys and interview field investigation method to conduct empirical research,on the basis of credibility and validity analysis,feature fact analysis,relevance analysis,regress analysis to reveal the real relationship between primary-level governance and rural inclusive service supply.The empirical analysis results show that:(1)the orientation of common prosperity for all will promote the improvement and continuous improvement of the rural inclusive service supply level,and there is a highly positive correlation between primary-level governance and rural inclusive service supply,indicating that the organic combination of integration and division through the optimization of primary-level governance is a key to improve the rural inclusive service supply level to reach the goal of common prosperity for all.(2)Among the factors of primary-level governance,the governance process has the largest promoting effect on rural inclusive service supply,followed by trust and cooperation and power structure,indicating that the standardization of governance process can create a good supply environment for rural inclusive service supply.In view of the prominent problems existing at the present stage,the measures and recommendations are proposed:(1)the main body of service supply "internal" and "external" efforts to bridge the deviation of inclusive service function;(2)In the process of service supply,"people" and "production" are supplemented to promote farmers’ collective income increase and get rich;(3)Combining "rigid" and "soft" service supply system with economy,enhancing farmers’ identification of service supply;(4)Service supply content "quality" and "quantity" to meet the needs of farmers for a better life.By combining normative research and empirical analysis,this study explores the relationship among the three from the perspectives of common prosperity for all,primary-level governance and inclusive service,which helps to enrich and improve the rural inclusive service supply theory and explore the era value of "all-round inclusive service",that is,how to benefit all farmers and how to cover all matters in rural public service.Make inclusive service research more complete and profound.
