Research On Rural Basic Public Service Supply Under The Background Of New Era

In the past 40 years’ of reform and opening up,great achievements have been made in the development of basic public services in China.Due to the split development between urban and rural areas in China,the development speed of rural basic public services lags behind the China’s economy,presenting a realistic situation such as low quality and imbalanced overall supply of infrastructure and basic public services.The lack of social welfare,individual rights and interests of farmers lead to the overall lack of sense of gain,happiness and satisfaction.Entering the new era,promoting equal access to basic public services in rural areas will enable rural residents to share the fruits of development.It is not only an important livelihood project,but also an inevitable measure to achieve the great goal of common prosperity.This research studies the inadequacy,inequality between urban and rural areas and low supply efficiency of basic public services in rural China,the inequality or insufficient care of rural migrant workers as well as their children in basic public services such as social security and basic education.The problems of rural basic public services are mainly due to the pattern of urban and rural development,development preference for the city after the reform and opening up,mismatch at all levels of government finance rights,the grassroots government focusing on economic development under the limited financial budget instead of basic public service system construction,as well as the lack of channels for hearing farmers’ voice,lack of effective supervision and restraint mechanism,etc.Under the background of new era,following measures will be taken to lay a solid foundation for common prosperity: breaking the urban and rural dual structure barriers,setting the rural basic public service supply system and security policy security for the city leading the countryside and the more richer areas leading the less richer areas,increasing the National financial input in rural basic public services,guiding more social resources participating in the basic rural public service supply with policy support,being more concern about the masses of migrant workers and their children,implementing a more effective performance evaluation,supervision and restraint mechanism for the quality of basic public services provided by grassroots governments,improving the quantity and quality of basic public services in rural areas in an all-round way.
