Research On The Governance Problems And Countermeasures Of Statistical Department Improvement Hulunbuir City Government

High-quality statistical data is one of the important symbols of the modernization of government data governance system and governance capacity.Improving the data governance level of government statistical departments will help further consolidate the quality of statistical data,maximize the value of statistical data,and provide useful reference and basis for the Party and the government to make scientific decisions.In the 14 th Five-Year Plan of Inner Mongolia Autonomous Region,it is proposed to promote the open sharing of public data,improve the capacity of digital public services,establish and improve the market rules of data elements,and strengthen network security,which provides guidance and direction for improving the data governance capacity of government statistical departments.With the development of the era of big data and the acceleration of digitization,the volume of data obtained by government statistical departments keeps increasing.In the face of these massive data,a scientific data governance system should be established,and effective data governance activities should be organized to improve the ability of statistical data control and in-depth mining of the intrinsic value of statistical data.It is of great significance and value to improve the data governance level of government statistical departments.This paper draws on domestic and foreign research results on data governance,applies governance theory,new public service theory,information resource management theory,and combines the actual work of Hulunbuir government statistics department to build a data governance system framework of government statistics department composed of five elements: the subject of statistical data governance,the object of governance,the behavior of governance,the process of governance,and the goal of governance.By means of questionnaires and in-depth interviews,this paper conducts factor mapping analysis on the current situation of data governance of statistical departments of Hulunbuir Municipal government,sorts out and finds problems,and deeply analyzes the causes of problems.At the same time,combining the advanced experience and enlightenment of data governance of statistical departments of some municipal governments,it finally puts forward countermeasures and suggestions to solve the data governance problems of government statistical departments.The aim is to provide useful ideas and methods for the future development of data governance in statistical department of Hulunbuir City government.
