Research On The Implementation Effect Of Potato Industry Policy In Ulanqab In Inner Mongolia

The 19th National Congress of the Communist Party of China mentioned the strategy of rural revitalization,of which industrial prosperity is a top priority.Ulanqab is known as “the potato capital of China” of which one of the main potato growing areas in Inner Mongolia,and the potato industry is the leading local industry with a long history of industrial development and rich experience in planting,which is the main source of income generation for local farmers and contribute to local economic development effectively.Governments at all levels have formulated a series of support policies around key aspects of the industrial chain to promote the healthy and sustainable development of the industry,and achieved some results.This paper mainly uses literature research method,the interview method,comparative analysis method,qualitative and quantitative methods,based on industrial chain theory,public policy evaluation theory and Smith model.Firstly,collated the potato industrial policies,secondly,build an evaluation index system to measure the effect of potato industrial policies implementation in Ulanqab,Inner Mongolia by Delphi and AHP methods,with realistic factors.Focusing on five counties with representative development in resource endowment,seed potato breeding and processing industry as samples,while compared with Dingxi city,Gansu Province,in the potato industry policies implementation.The TOPSIS method is used to obtain the ranking results,combined with interviews,analyzing the potato industry policies implementation effect in Ulanqab.The results show that at this stage the potato industry policy implementation effect is good.However,there are some problems,such as the content of the policy is not perfect,the implementation of the executive is out of shape,the participation of the policy target group is not active enough,and the policy implementation environment is bad.The factors affecting the implementation effect are unscientific policy formulation,insufficient execution of policy implementation subjects,uncooperative policy target groups,and unstable policy environment.Finally,in order to improve the implementation effect of the potato industry policy in Ulanqab,this paper puts forward some countermeasures to optimize the policy formulation process,grasp the effectiveness of the policy implementation subject,guide the target group to enhance the policy identity and create a good policy implementation environment.To help the government departments in policy development and implementation.
