| The 19th Communist Party of China National Congress put forward the Rural Revitalization Strategy,and made clear the general requirements of "prosperous industry,livable ecology,civilized rural style,effective governance and affluent life",which put forward higher requirements for the implementation of the resettlement policy.Based on the perspective of rural revitalization,this paper takes the "three major projects" of resettlement in Dongping County as the research object,combined with Smith’s policy process theory,studies the implementation of resettlement policy under the background of Rural Revitalization Strategy.Firstly,this paper sorts out the relevant research results of policy implementation and resettlement policy,defines the concepts of rural revitalization and resettlement,introduces the theories used in this paper,focuses on Smith’s Theories of Policy Process,and clarifies the theoretical framework of policy implementation.Secondly,taking the"three major projects"of Dongping County as the case study object,this paper introduces the basic situation of Dongping County,objectively describes the policy implementation of the "three major projects" of Dongping county from the aspects of policy objectives,policy implementation measures,policy implementation process and implementation management,and policy guarantee.And then,combined with the general requirements of Rural Revitalization Strategy,this paper analyzes the benefits of Rural Revitalization promoted by resettlement.Thirdly,through the questionnaire survey of the relocated people and in-depth interviews with the policy implementation agencies,this paper studies the real evaluation of the’ policy implementation,and this paper discusses the problems existing in the relocation from five aspects of community construction:fund raising,industrial development,community management and immigration integration,and uses Smith policy implementation model to analyze the causes of the problems existing in the relocation implementation of Dongping County Based on four factors of policy design:implementation agencies,target groups and policy environment.Finally,this paper puts forward the corresponding countermeasures and suggestions in view of the existing problems and causes,laying the foundation for the Rural Revitalization of the resettlement area.It is expected that this study can provide an important reference for other county(district)governments to implement the resettlement policy. |
