| The focus of national governance lies at the grassroots level,while the focus of grassroots governance lies in the community.To consolidate the foundation of national governance and modernize the system and capacity of community-level governance,we must strengthen the construction of community-level governance systems and capacity improvement.However,the current grassroots governance is faced with prominent contradictions.On the one hand,under the traditional governance system,power and responsibility are inverted,governance resources are short,and the phenomenon of “small horse and big cart” occurs in grassroots governance.On the other hand,with the process of urbanization,the environment and foundation of grassroots governance have changed,and the complexity of governance has continuously increased.Therefore,this thesis selects D Community in Y County to conduct research on the interaction between local government functional departments,community neighborhood committees,and community residents around community governance through case studies,institutional analysis,and “process-event” analysis.This thesis firstly constructs an “institutional-structure” analysis frame,defines the system as formal system,including power and responsibility allocation system,incentive and assessment system,and defines the structure as block structure,resource structure,cognitive structure and social structure,including population structure,cultural structure and identity structure.It is found that there are prominent problems of political and social interaction obstruction in grassroots governance,mainly manifested as misplacement of political and social roles,and the failure of political and social coordination.Among them,the former is manifested as the Party and government leadership and misalignment imbalance,community autonomy and mobilization limited;The concrete manifestation of the failure of government and social cooperation is narrow space,unclear norms and insufficient behavior of government and social cooperation.The institutional and structural factors in the grass-roots governance are the prominent factors that obstruct the interaction between the government and the community.Unbalanced allocation of power and responsibility,imperfect incentive assessment,segmentation of blocks,insufficient resources,cognitive bias and weak social foundation not only limit the autonomy and completion of the division of labor of the government and community,but also lead to the lack of collaborative action and collaborative incentives.The idea of realizing benign political and social interaction within the framework of “system structure” lies in combining the causes of its plight,promoting government decentralization and empowerment,and optimizing the allocation of community rights and responsibilities;Exploring political resources and provide political and administrative support;Improve incentive assessment and enhance the power of political and social interaction;Coordinate the structure of the strip and block,strengthen the incentive of political and social interaction;Enriching the resource structure and empowering grassroots community governance;Adjust the cognitive structure,enhance the consensus between the government and the community;Optimize the social structure,absorb the subjects of political and social interaction,and ultimately achieve the rationalization of the role allocation of various subjects in political and social interaction,and the efficient coordination of political and social interaction. |
