With the development of science and technology,the part-time economy relying on various platforms has gradually penetrated into all aspects of social life,becoming an important new force in social and economic development,and has had a significant impact on China’s employment and labor market,especially in terms of increasing employment opportunities and diverse employment patterns.In this context,the parttime economy represented by platform employment is increasingly favored by workers.However,there are huge hidden dangers behind the development of the economy scale of part-time workers.Part-time workers in the economy are unable to participate in social pension insurance due to factors such as vague labor relations,lack of awareness of insurance participation,and a high proportion of contributions.In response to these issues,the country has been issuing relevant policies to regulate and promote the platform to assume the social pension insurance responsibilities of practitioners.However,the actual situation is that there are still gaps and insufficient guarantees in the social pension insurance for part-time workers.According to the survey,in the future,the number of workers engaged in the part-time economy will account for 50%of the national labor force.Imagine that if practitioners are not provided with adequate pension protection and the legitimate rights and interests of practitioners are not safeguarded,over time,serious social problems will arise and even economic development will be inhibited.Therefore,it is necessary to study the factors that affect the participation of workers in the part-time economy in social pension insurance,and translate the specific factors that affect whether workers in the part-time economy make insurance participation into corresponding countermeasures,so as to improve the enthusiasm of workers in the part-time economy to participate in insurance,expand the coverage of social pension insurance,and promote the sustainable development of social pension insurance.This study is based on valence theory and behavioral decisionmaking theory,combined with content analysis,questionnaire survey,in-depth interview,and regression analysis methods.Using the insurance participation behavior of part-time workers as the research entry point,Hangzhou takeout riders were selected as the survey objects,and a questionnaire was designed to conduct a descriptive analysis of the personal characteristics,job characteristics,policy cognition,and policy evaluation dimensions of the survey objects,A preliminary description of the current situation of insurance participation of part-time workers in the economy.Based on the data collected in the questionnaire,assign values to the dependent variables and independent variables,propose relevant assumptions,conduct a chi-square test on the independent variables and dependent variables,and put the independent variables that passed the chi-square test into SPSS26.0 for binary logistic regression analysis.The results show that education level,monthly income,whether to sign a labor contract,understanding of social pension insurance,trust in social pension insurance The evaluation of the level of social pension insurance contributions: Six factors significantly affect the participation behavior of part-time workers in the economy.After that,further explanations will be provided for the expected influencing factors.Based on interview data and descriptive analysis,it is found that there is a lack of labor relations among part-time workers when they participate in insurance;Inadequate promotion of pension insurance policies;Low awareness of policies and low awareness of insurance participation;Prone to adverse selection risks;The design of the pension insurance system lacks pertinence and other issues.To address these issues,relevant countermeasures and suggestions are proposed from four levels: at the practitioner level,improve the practitioner’s awareness of participating in insurance;Increase publicity efforts and skillfully use software apps.Platform enterprise level: strengthen government supervision;Strengthen the responsibility of platform enterprises to protect.Social endowment insurance service level: improve the service capacity of the agency;Establish a practitioner network database.System design level: relax the identification standards of labor relations;The system design is both flexible and targeted.
