The Research On The National Confidentiality Security Crisis Management System In The Part And Government Organs Of Yunnan Province

The security of national confidentiality is an essential part of work of the Communist Party of China (CPC) and the whole country. It is pivotal to national safety and interest, directly related to the solidarity of reform and development, and safeguards the unification of China, the national unity and the social stability. It is also a significant means to ensure the constant socialist construction and promote the development of economy and technology. Therefore, how to react to the security crisis in national confidentiality is an important and urgent issue confronted by governments at all levels. Studying the Party and government offices of Yunnan Province by the theories of Public Management, this paper is intended to research the present administration of the security of national confidentiality of Yunnan Province, analyze the problems and causes; with reference to the advanced experiences abroad and combined with reality, it provides suggestions to establish and improve the national confidentiality security crisis management system in the party and government organs of Yunnan Province.By analysis, it is obvious that in the aspect of the security of national confidentiality of the party and government organs of Yunnan Province, there exist general problems such as inadequate legal system and regulatory regime and a lack of sense of security. Meanwhile, there are also some outstanding problems—low safety precaution capability, enclosed information resources, inadequate emergency system, crisis security and management system. These, after all, result from the lack of sense of security and guidance of theories in work.This paper will attempt to research the possibility of completing the national confidentiality security crisis management system in the party and government organs of Yunnan Province from the following points:constructing the precaution system, completing the emergency system, the joint conference system and the information communication system, the crisis security system, improving the management of the classified staff, law and the implementation of the accountability system.
