Practice Mechanism Of Rural Digital Governance Platform And System Logic

With the deepening of grassroots social governance reform and the accelerating pace of social transformation,the governance model and means of rural society have also undergone major changes.At present,the rural digital governance platform is applied in many places across the country to explore the "online + offline" grassroots governance model,break the time and space constraints of grassroots governance,and find new breakthroughs for the innovation and upgrading of rural social governance models.Based on the practical background of the rapid development of digital governance platforms,this thesis takes the rural digital governance platform of L Village,Yiwu City,Zhejiang Province as an example,summarizes the operational characteristics of the digital governance platform in the rural field,and combines the theory of new institutionalism to propose an analytical framework for this thesis.From the three dimensions of efficiency mechanism,legitimacy mechanism and social network,the system logic of digital platform to optimize rural governance efficiency is studied.This thesis firstly describes the practice of the case of L Village,Yiwu City,Zhejiang Province,and summarizes the practice process of the rural digital governance platform from three aspects: the platform embedding motivation,the embedding process and the later expansion of the platform.Combined with practical cases,this thesis summarizes the operation mechanism of the rural digital governance platform from three dimensions:digital empowerment,process reengineering,and democratic participation.The analysis shows that the rural digital governance platform empowers the countryside with technology,innovates governance methods,transforms the concept of grassroots governance,optimizes the governance process,creates a new form of grassroots democratic participation,and improves the ability and level of rural governance.Secondly,combined with the theoretical framework of neo-institutionalism,this thesis attempts to analyze the institutional logic of the rural digital governance platform from the aspects of efficiency,legitimacy and social network.First,the efficiency logic is the primary logic of the rural digital governance platform.The digital governance platform takes advantage of data,optimizes the governance process,effectively reduces the cost of information,policy implementation and supervision and management in rural governance,and improves the efficiency and effectiveness of grassroots governance.Second,the logic of the legitimacy of the digital governance platform is reflected in the fact that,on the one hand,the platform conforms to the current policy trend of rural digital governance transformation,and is affected by the attention distribution of higher-level leaders,and the grassroots government focuses on resource investment in rural digital governance platforms.On the other hand,the digital governance platform optimizes the governance process,strengthens the democratic participation of villagers,and obtains the legitimacy of value in the rural society.Third,the social network logic starts from rural social relations,and is reflected in the realization of the transformation of grassroots governance into multiple governance.By giving full play to the intermediary role of rural elites,the vertical access of higher-level functional departments can be realized,the relationship between grassroots cadres and masses in rural society is reshaped,and the bridge connection role of grassroots party members has been strengthened to form a new type of rural governance network relationship led by villagers.The practical case of L Village shows that while the digital reform of rural governance has achieved remarkable results,there are also practical challenges such as lagging grassroots governance capabilities,high technology learning costs,inconsistent platform planning,and low integration.In the future practice,it is necessary to take a two-pronged approach from the integration of external elements and the optimization of the internal structure of the platform.Continuously improve the top-level design of digital platforms,effectively transform governance thinking and government functions,and promote the construction of an integrated,digital,and modern grassroots government.
