Since the reform and opening up,especially since the 18 th National Congress of the CPC,the economic and social development of urban and rural areas under the correct leadership of the CPC Central Committee has made remarkable achievements,which has laid a solid foundation for the integration of urban and rural areas in China.In this process,the relationship between urban and rural areas has been significantly improved,but there are still a series of contradictions.In order to realize the comprehensive modernization development of the country,we must attach importance to the construction and development of rural areas."Rural Construction Action Implementation Plan" pointed out to "strengthen the guidance of planning",and "strengthen the management of rural planning and construction" as the first of the 12 rural construction tasks.This demonstrates the critical role that rural planning plays in ensuring that a blueprint for rural construction action is followed through.Based on a specific village in Hunan Province,this study focuses on the planning evolution of the village itself,sorts out its own development vein,and then examines the nationalization path and practical logic of "planning to the countryside".Therefore,this paper tries to answer the following questions: First,what is the background of planning to the countryside and what factors are affected by it? Second,in the process of planning to go to the countryside,the attitude of the main parties,the role played and the planning effect before and after what has changed.Third,what is the specific practice path and internal logic of planning to go to the countryside? With the help of the specific practice case of S village,we can deepen the understanding and understanding of rural planning and provide useful reference for other areas in the future.The specific chapters are arranged as follows: Chapter One,introduction.The second chapter combs the background of planning to go to the countryside from three aspects: country,village and individual choice.The third chapter,through the empirical case description of S village,systematically reviews the two stages from the rise of planning to the transformation of planning,and compares and analyzes the planning benefits of different stages.The intervention of the state extends the connotation of planning to the countryside.Chapter four,from the perspective of nationalization and localization,summarizes three practical modes of planning to the countryside: planning to the countryside under the local experience from the bottom up,planning to the countryside under the national policy from the top down,and planning to the countryside under the embedded autonomy.The fifth chapter is the summary and thinking of the full text.In summary,the main conclusions of this paper are as follows: From the two rural planning actions of S village since 2008,good rural autonomy has laid a solid foundation for the implementation of the planning,the intervention of national policies has provided a guarantee for the implementation of the planning,and the integration and interaction between the state and local governments have enabled dispersed subjects to achieve win-win cooperation.Through planning to coordinate rural construction actions,on the one hand effectively avoid the idle waste of rural land resources and rural repeated construction,disorderly construction problems,improve the ability of autonomy;On the other hand,the interaction between rural planning and self-governance at the grassroots level can coordinate various participants and gather consensus,improve the efficiency of rural governance services and further promote nationalization.Driven by the national level,rural planning has shifted from the separation of multiple regulations to the integration of multiple regulations,and its content and subject have diversified trends,which reflects the change of rural governance tasks in the new era.In this process,the will of the state continuously penetrated into the countryside and regulated the countryside.In essence,planning to the countryside is the process of country integration.
