The construction of a contemporary Chinese rural civilization is a topic proposed under the China's socialist market economy and plan as a whole between the urban and rural development for achieving the comprehensive progress and cultural prosperity of the contemporary China's rural society. With the deepening development of China's modernization practice, the contemporary China has accumulated many deep-seated contradictions and continued to expose them. In the development context of industrialization and urbanization, the long-term dual social structure resulted in tremendous contrast between urban and rural social development, China's rural society presents the depressed trend. However, the socialist harmonious society requires the social civilization is not only the social civilization of city, but also the development of civilization in rural social, and more requires the civilization is orderly and harmonious of the whole society. To fundamentally solve the "three rural" issue, the Party central committee, the State Council takes the "three agricultural issue" on the top priority position of the work, especially to make a major decision that building the socialist new countryside. On this macro-policy background, the study of contemporary rural civilization based on the country, which has entered the middle stage of industrialization in China, and also entered to the social demand that the rural society need to develop and progress comprehensive. First, it start on the concept of constructing the rural civilization, the concept content of integrating the rural and civilization, and proposed the theoretical basis and theoretical significance about constructing the concept of rural culture. Under the threshold of socialism civilization system with Chinese characteristics, studying the proper meaning of temporary civilization and its theoretical form, constructing the rural civilization about the basic principles, internal requirements, evaluation criteria and characteristics of the times.
