| Since entering the new era,due to the continuous adjustment of economic development and economic system,the country has entered a new stage of rural development and governance,opening a path of rural revitalization with Chinese characteristics.In the new era of building a new socialist countryside in China,the most grass-roots organizations to implement the rural revitalization strategy are the village committees and the village committees.With a large number of projects and resources entering villages,pilot development oriented policies have become a necessary part of promoting rural revitalization.While promoting a development oriented policy,village cadres have been subjected to two-way pressure from the superior government and villagers’ interaction.Village cadres at the intermediate level must adopt corresponding strategies to implement the sorghum planting plan.Under the background of development becoming the trend of the times,insight into how village cadres adopt strategies has important practical significance for promoting development,maintaining rural stability in China,and promoting rural revitalization and governance modernization.The focus of this study is mainly on the behavioral logic of village cadres under the pilot development policy and the reasons behind it.The author selected J Village in Sichuan Province as the research object,interviewed ten villagers and some village cadres,and collected relevant information as the basis for writing.The main body of the article is divided into three parts.The first part describes the advantages of developing a sorghum planting demonstration area in J Village,and analyzes the reasons for establishing a demonstration area in J Village.At the same time,the policy of establishing the demonstration zone is interpreted from the perspective of village cadres.The second part is to elaborate on the resistance of village cadres in implementing policies.The third part is to elaborate on the classified implementation strategies adopted by village cadres under the resistance of villagers.Finally,it discusses the action strategies of village cadres in the face of villagers’ resistance and the transformation of villagers’ response.This article analyzes the policy implementation behavior of village cadres under the general trend of social development.Through a case study of J village,the author found that in the face of the development oriented policy pilot,the policy implementation behavior of village cadres has changed.It uses pressure,exchange,and substitution strategies to attack villagers who do not want to plant,making villagers who initially do not want to plant even become helpers in promoting planting.The active promotion of the planting plan by village cadres with multiple identities of "agent","village leader",and "operator" has been affected by three factors: bureaucratic pressure,internal drive for village development,and personal interest choices.These three driving forces exist simultaneously in the implementation process of development oriented policy pilot projects and are closely related.The joint action of the three factors has contributed to the classified implementation strategies of village cadres,which can explain the changes in the implementation behavior of village cadres in the face of development oriented policy experiments. |
