The standardization of public services is a vital task to improve the efficiency and quality of public services,which can effectively promote the supply model innovation of public service and the construction of service-oriented government in China.With the continuous development of China’s economy and social progress,the basic needs and quality requirements of the people for public services have increased.Based on this background,only by continuously improving and ensuring the quality of public services can we ensure that the demands of the public can be fully met.Then,as a scientific management tool that is in line with international standards,the standardization of public services has gradually become a measure for evaluating the level of public services and improving the quality of public services.As a provider of entry-exit customs clearance services at Pudong Airport,Shanghai Airport Entry-Exit Border Inspection Station has made many efforts to improve the quality of public services in recent years,and has also achieved certain results,but there is still a lot of room for improvement.Among the many documents related to entry-exit border inspection work,more issues related to the standardization of public services are explored for the relationship between control and service,how to improve the management level of entry-exit border inspection work,and less is explored.On the basis of the above research situation,starting from the definition of concepts,the two concepts of public service and public service standardization are defined respectively,and it is concluded that public service standardization mainly includes the following three aspects: service organization standardization,service process standardization and service supervision standardization.In addition,the two theories of process reengineering theory and total quality management theory provide great theoretical support for the subsequent exploration of the problems and causes in the current standardization of public services at the entry-exit border checkpoint of Shanghai Airport,as well as the countermeasures and suggestions put forward in this regard.Based on the theory of total quality management and process reengineering,the author takes practical work as the starting point and conducts in-depth research on the standardization of travel inspection services at Shanghai Airport entry-exit border checkpoints through literature analysis and case analysis,the standardization of travel inspection services at the entry-exit border checkpoint of Shanghai Airport was thoroughly studied,and it was found that there were problems such as low operability of standards,large discretionary scope of service process,and few channels for complaints and suggestions,and explores the corresponding reasons.Finally,the author puts forward countermeasures and suggestions for the standardization of travel inspection services at entry-exit border checkpoints around three aspects: standard system,talent team construction,and establishment and improvement of supervision and feedback mechanism. |
