| Background In recent years,the risk of public health emergencies in China has continued to increase,among which the COVID-19 epidemic is one of the major public health emergencies with the fastest spread and the greatest difficulty in prevention and control in China.From the beginning of 2020,China’s prevention and control of the COVID-19 epidemic has gone through four stages: "emergency containment-regular epidemic prevention and control-full chain dynamic zero COVID policy-accurate countermeasure".The 10 new measures for epidemic prevention policy was introduced in December 2022,indicating that our country has achieved a great victory in the battle against the COVID-19 epidemic.Looking back on the three years of fight the epidemic,both the general policies at the national level and the optimization of prevention and control at the local government level all reflect the exploration of the modernization of the emergency management system and capabilities.At the same time,we have accumulated a lot of experience in dealing with major public health emergencies and have developed a "Chinese model" of scientific epidemic response.The experience of dealing with the COVID-19 epidemic tells us that the success or failure of epidemic prevention and control depends on the government grassroots,and the key of the government grassroots is on the community.Communities play a fundamental role in the prevention and control of epidemics,but some weaknesses have been highlighted,revealing the shortcomings of community public health emergency management capabilities,such as difficulties in collecting information from residents,heavy daily workloads,and time-consuming identification of personnel.As a result,local government have started to explore the application of big data,Internet and other information technologies in the process of community epidemic prevention and control,and the development trend of smart community public health emergency management has become increasingly obvious,and the deep integration of smart community construction and emergency management of public health emergencies is inevitable.Therefore,this study conducts a comprehensive investigation of the emergency epidemic prevention and control work of a sample smart community in Yinchuan City in the context of smart community construction and combined with the experience of the COVID-19 epidemic prevention and control,to explore the dilemmas in promoting community public health emergency management in smart community construction,and then to provide feasible suggestions for promoting the development of smart public health emergency management in urban communities in the post-epidemic era.Objectives By investigating the emergency management mechanism of public health emergencies in Yinchuan City’s smart community,we identify the current problems of smart community in public health emergency management and put forward countermeasures and suggestions.First,we hope to provide practical implications for the smart construction of emergency management of public health emergencies in traditional communities;second,we hope to provide practical references for the decision-making departments of Yinchuan city to formulate scientific planning,with a view to promoting the construction of smart communities while improving the emergency management capacity of public health emergencies in urban communities in Yinchuan city.Methods This study uses a combination of quantitative and qualitative methods,through quantitative analysis such as descriptive statistical analysis,factor analysis and weight evaluation of questionnaire results;and qualitative analysis such as interview method and case analysis method in the process of field survey,to analyze the situation of emergency prevention in Yinchuan smart communities(urban communities)with a comprehensive survey method and perspective,find out the problems and analyze the reasons for them.Results Using the 4R crisis management theory,this study analyzed the results of data research and field surveys and found the following problems at the level of holistic construction,community management and community residents’ perceptions.1.Overall construction level:(1)Lack of policy traction for community smart prevention and control emergency construction;(2)Community smart prevention and control emergency construction has not yet formed a standard: the levels of emergency construction varies and varies significantly from community to community;community samrt prevention and control emergency construction lacks sustainability.2.community emergency management:(1)Obstacles to the potential of emergency management tools(IT): emergency intelligent equipment is not sound and used poorly;the community information platform is miscellaneous and disorganized;(2)Emergency management subjects-insufficient integration of synergistic forces of multiple subjects: the participation of community residents is low;the integration of social resources is not high;the number of core staff allocation for community public health emergency management is seriously insufficient;(3)Low level of integration of emergency service supply-service content approach:insufficient and unbalanced supply of community online emergency service content;lack of systematic integration of emergency comprehensive services by the online platform.3.Community residents’ perception level:(1)Uneven development of the intelligent level of each stage of community emergency management: the intelligent level of emergency response is the highest and the intelligent level of emergency recovery is the lowest;residents’ perception of the intelligent level of emergency management in Yinchuan City’s smart community is generally low,mainly influenced by the intelligent level of community medical treatment,the level of coordination of multiple subjects and the creation and use of information platforms;(2)The elderly group’s perception of the intelligent level of community emergency management is low.limited acceptance of the intelligent of community emergency management by older groups: the usage requirements of older groups are not considered;the development of professional emergency intelligence equipment is not in place.Recommendations The following countermeasures and suggestions are put forward for the problem:1.The mecro leads the top design:(1)Improve the policy support system and promote the construction of community smart emergency response;(2)Improve the data management system and realize the unified standard of data sinking and integration.2.Implement network governance theory at the level of community emergency management:(1)Insist on the leadership of intelligent party building and build the emergency management model of "party building + network + grid";(2)Mobilize the participation of multiple subjects and smooth the emergency cooperative governance mechanism and channels;(3)Integrate the supply of public services to meet the emergency and daily needs of community residents.(4)Innovate emergency protection means and improve the level of technology(5)empowerment for the community.3.Give full play to the main role of community residents:(1)Conduct the training and promotion of intelligent emergency to improve the perception of community intelligent emergency;(2)Pay attention to the individual needs of elderly groups and improve the level of adaptation to the smart of the community. |
