| At present,the existence and development of railway police in China has its own particularity.Before the transformation,the railway police had a deep brand of railway enterprise in all aspects,and became the hampered of the reform and development of railway police.Therefore,in the face of unprecedented changes in the world,railway public security needs to find the right position in the social reform and development as soon as possible,comprehensively proceed the reform of the public security system with the existing police force,explore a new path which is suitable for the development of railway public security,and effectively solve many practical problems such as insufficient police force at the grassroots level,cross-functional responsibilities,and lagging joint work.Since 2020,it has been three years since Chengdu East Railway Station Police Station took the lead in implementing the reform of two teams and one room.Faced with the increasing passenger flow of the railway station,the police stations reform of two teams and one room has achieved no conflicts,no accidents and no service shortages under the circumstance of limited police force,and the sense of gain,security and happiness of the passengers has been continuously increasing.This paper takes the case of two teams,one room police reform of Chengdu East Railway Station Police Station as the research object,applies the theory of no growth improvement,personnel job matching and organizational support,comprehensively applies the method of case study,questionnaire survey and in-depth interview to understand the operation and implementation process of two teams,one room police reform of Chengdu East Railway Station Police Station.This paper presents the background,practice and effectiveness of the establishment of two teams and one room in Chengdu East Railway Station Police Station,and analyzes the three key factors of successful internal adjustment of organization,design of operation mechanism and establishment of multi-dimensional security system,and summarizes the problems and achievements of the two teams and one room police reform from the implementation background and conditions,decision-making and the process of job promotion.It provides reference for other railway police stations in the country.This paper concludes that the success of the reform of two teams and one room in Chengdu East Railway Station is due to the organizational adjustment and the optimization of operation mechanism,and its scientificity and rationality are in line with the logical framework of public organizational behavior.On the other hand,two teams and one room is a process of continuous evolution and improvement,and lessons have been learnt in the implementation stage,which can provide certain reference for the police reform work of other grassroots public security police stations which also have the lack of police force,complex work nature and high management difficulty. |
