As an important part of the modern national education system,continuing education for academic qualifications in colleges and universities not only shoulders the important task of cultivating talents for society,but also undertakes the historical mission of promoting economic development and social progress.Facing a series of challenges brought by the popularization of higher education,such as the reduction of students and the compression of school running space,how to achieve high-quality development has become the main problem faced by the continuing education of academic qualifications in colleges and universities.In this context,continuing education for academic qualifications in colleges and universities needs to re-examine themselves,improve their own development disadvantages,improve the quality of running colleges and universities,and give full play to their unique advantages different from other types of education,so as to meet the development needs of the era of popularization of higher education.Based on this,this study closely follows the theme of academic continuing education in colleges and universities,through empirical research methods,understands the current development status of academic continuing education in colleges and universities,investigates the main problems existing in the development of academic continuing education in colleges and universities,analyzes the causes of the problems,and then puts forward the appropriate path for the high-quality development of academic continuing education in colleges and universities,in order to help improve the quality and excellence of academic continuing education in colleges and universities.This study adopts the questionnaire survey method to investigate the current development status of academic continuing education in colleges and universities in Shandong Province,and refers to the core content of The Compilation Points of the Annual Report on the Development of Continuing Education in Colleges and Universities,taking five aspects of academic continuing education in colleges and universities as the main dimensions of the questionnaire survey,including enrollment,teaching and examination,course resources,personnel team and the setting of Correspondence Teaching Stations(Learning Centers),collected and sorted out first-hand data.This study uses the interview method to select the academic continuing education managers and teachers from seven colleges and universities to conduct in-depth interviews in order to obtain more in-depth information on the development of academic continuing education in colleges and universities.On this basis,this paper analyzes the main problems existing in the development of academic continuing education in colleges and universities in China,that is,focusing on five aspects: the “overload” and imbalance of enrollment scale,the low and nonstandard quality of online teaching,the insufficient supply of high-quality characteristic curriculum resources,the lack of teacher allocation,and the weakening of the public welfare attribute of cooperative institutions.The reasons for the problems are that the construction of academic continuing education system in colleges and universities is not perfect,the investment of funds is not sufficient,the main responsibility is relatively absent,and the quality evaluation standard is not perfect.As an important type of higher education and the main form of lifelong education,academic continuing education in colleges and universities can meet the needs of the development of the times only by constantly keeping pace with the times and self correction.In view of the above problems and reasons,to promote the high-quality development of academic continuing education in colleges and universities,we can start from the following aspects: First,improve the institutional system to ensure that there are rules to follow for academic continuing education in colleges and universities,including optimizing the institutional structure of academic continuing education,improving the articles of association of academic continuing education,and constructing the teacher allocation and appointment system of academic continuing education;Second,we should strengthen funding to improve the construction of academic continuing education resources in colleges and universities,which is mainly reflected in the establishment of special funds for academic continuing education by the government and the increase of special funds for academic continuing education by colleges and universities;Third,strengthen the main responsibility of colleges and universities to improve the governance ability of academic continuing education in ordinary colleges and universities,mainly including giving colleges and universities full autonomy in running schools,establishing a support and service system directly facing students,and improving the accountability mechanism of continuing education in colleges and universities;Fourth,promote the normalization of quality monitoring to improve the educational level of continuing education in colleges and universities,including the implementation of real-time monitoring of big data network,random sampling inspection of school running projects,the establishment of a relatively unified quality standard evaluation system,and strengthening the supervision and evaluation of third-party departments;Fifth,innovate the collaborative governance model to improve the governance efficiency of academic continuing education in Colleges and universities,mainly including promoting the joint participation of multiple stakeholders and promoting the governance of inter school strategic alliances.
