A Study On The Wage Payment Sharing Mechanism In Major Epidemic Prevention

At the beginning of 2020,the Corona Virus Disease 2019 broke out on a large scale around the world,and the epidemic spread rapidly and was difficult to cure in the early stages,with major impacts on the global economy,politics and social life.In response to the epidemic,Chinese government has adopted a series of measures,including extending the Spring Festival holiday,strictly controlling the resumption of work and production of enterprises,blocking the epidemic area,and controlling traffic.Many factors have caused the labor contract unable to be performed,which in turn has led to the problem of wage payment.Wages are an important guarantee for workers’ right to subsistence during major epidemics,but enterprises are also affected by the epidemic and have suffered huge losses,and the burden of wage payment is likely to put enterprises in a desperate situation.In this case,China should improve the sharing mechanism of wage payment,and the wage payment should be shared by enterprises,the state and socialized relief,which is conducive to protecting the right to survival of workers,providing workers with living security during the epidemic period,and alleviating workers’ panic about the epidemic;for enterprises,it is conducive to helping enterprises cope with the impact of the epidemic,maintaining the economic vitality of enterprises,and helping enterprises to quickly resume work and production after the epidemic is alleviated;for society,it is conducive to alleviating the tension between workers and enterprises,stabilizing employment,reducing unemployment,and maintaining harmonious and stable social order.In order to study the wage payment sharing mechanism in the prevention of major epidemics in China,we must first sort out the theory of the wage payment sharing mechanism in the prevention of major epidemics,define the wage payment sharing mechanism through the discussion of the connotation,characteristics and types of the wage payment sharing mechanism,and analyze and conclude that the wage payment sharing mechanism is based on the theory of labor relationship consideration,the theory of enterprise danger,the theory of government responsibility and the theory of social security,so the necessity of the wage payment sharing mechanism is discussed through three aspects including the laborer,enterprise and social order.Secondly,the wage payment sharing mechanism in Germany,Japan and Chinese Taiwan district is introduced,and the specific rules of enterprise sharing,the effectiveness of government wage sharing,and the feasibility of social insurance sharing wage payment are analyzed.Again,by combing the institutional exploration of the wage payment sharing mechanism in the prevention of major epidemics in China,three aspects of problems were found,including unclear enterprise sharing rules,unclear government sharing effectiveness,and narrow scope of application of socialized sharing.Finally,in view of the above problems,the wage payment sharing mechanism in China’s major epidemic prevention should be improved by improving the rules for enterprise sharing,improving the effectiveness of government tax sharing,and improving socialized sharing,with a view to ensuring the dual "right to survival" of workers and enterprises during the epidemic period,and maintaining social order and harmony and stability.
