The social status and value of non-governmental higher education are increasingly prominent,so how to formulate the support policy of privately-run higher education scientifically is of great significance to cope with the new demand of the development of privately-run higher education.Therefore,research on the supporting policy texts of private higher education since reform and opening-up has important theoretical and practical value.Using the content analysis method,taking my country’s non-governmental higher education support Policy documents as the research object since reform and opening-up,the theoretical analysis framework of my country’s non-governmental higher education support Policy documents is constructed,namely “supporting object”(X dimension),“supporting method”(Y dimension),Research on the supporting policy documents of non-governmental higher education in order to improve my country’s non-governmental higher education support policy.The research found that the main features and problems of the supporting Policy documents for private higher education in my country since reform and opening-up are mainly as follows: First,from the perspective of the total amount of supporting Policy documents for non-governmental higher education,from 1978 to 2021,the supporting policies for non-governmental higher education in my country continued to It is perfect and has the characteristics of “incremental” development;it involves a wide range of policy issuers,but the degree of cooperation between the issuers needs to be improved.Second,from the perspective of “support objects”,the support of private colleges and universities has received continuous attention from the state and the government;while more regulations have been made on the supervision and restriction of the power of the organizers,less attention has been paid to the protection of the legitimate rights of the organizers;The support for teachers in private colleges and universities is mainly concentrated in the aspect of “treatment guarantee”,while the attention to other aspects needs to be further balanced;the attention to supporting the students of private colleges and universities has gradually increased,which is embodied in the change of legal status,the enrichment of basic rights and the The gradual improvement of the student financial aid system.Thirdly,from the perspective of “support method”,the overall support for private higher education shows the development characteristics of mainly indirect support and equal emphasis on direct support and indirect support.Among them,direct support is mainly carried out through special funding,but there are problems such as high funding thresholds,lack of specific operating procedures,and vague terms;indirect support is mainly carried out through tax incentives,but there are insufficient pertinence and appropriateness of support policies,and support efforts.Weakness and other issues.Under the background of the new era,the suggestions for the optimization of the support policy of non-governmental higher education in China mainly include: first,to optimize the cooperation mechanism between departments and strengthen the system of policy content,so as to improve the support policy formulation mechanism of non-governmental higher education;Second,strengthen the protection of the rights and interests of different objects of support by standardizing the support standards,perfecting the guarantee mechanism and clarifying the subject of responsibility;The third is to improve the suitability of indirect support policies by clarifying the standard of direct support,so as to perfect the policy system of multiple support.
