Ever since the reform and opening up in China, the private higher education in China has started from scratch and developed rapidly. It has played a vital role in creating the benefits such as increasing the investment on expanding education resources, the national education capacities and education service variety which can cater for the educational selecting needs of the mass, furthering educational system reform and innovation and constructing life-long learning society.The prosperity of private higher education in each country is completely affected by the government's policies, whose attitude and orientation can also exert vital influence on the existence and development of the private higher education. As an effective measure to realize the popularization of higher education, private higher education in the western developed countries education, is a very common practice to promote the development of higher education. The practices in the western developed countries with relevant education policies have proved its accordance with the national conditions of China. In recent years, China's central government and the local government has promulgated certain amount of policies to support the development of private higher education. Whereas no independent and systematic policies have been formed yet, most of which in some legal provisions is general and vague stipulated, lack of procedural specifications in operation.The private higher education in China is directed by the local policies under the jurisdiction of central government. So it is necessary for the local government to carry out institutional innovation according to the present situation of the economic development and build supporting policy system of private higher education, by which means it can promote the development of local private higher education and speed up the local economic and social culture construction.Based on some basic principles and related concepts of policy science in our country, this thesis mainly takes the example of Zhejiang province to have a systematic study on the supporting policy system and its operation process of private higher education of the local government. The first part is the introduction which presents the background of selecting the topic, research status, significance, content, etc. The second part deals with the theoretical analysis of government supports of private higher education, including the definition of local government, private higher education and governmental supporting policies and the theories of quasi-public product and higher education cost-sharing, the third section—nonprofit organization and education justice, etc. The third part involves the comparative analysis of the supporting policies of private higher education between the practices of overseas governments and domestic ones, stressing on the current policies adopted by the governments of the U.S.A. and Japan and China's central government and other provincial and municipal governments such as Shanxi, Hunan, Yunnan, Chongqing, Ningbo, etc. The fourth part focuses on the analysis of current policies of private higher education in Zhejiang province and puts forward five problems to be solved by the provincial government; The fifth part comes up with several suggestions to Zhejiang government as how to build the supporting policy system of private higher education. Based on the analysis of the significance of local government's constructing the supporting policy system of private higher education and the five principles including the development, fairness, operability, advanced consciousness and stability, the author explores five aspects for the local government to construct the supporting policy system of private higher education which includes establishing governmental financial aids mechanism, perfecting the entering and exiting mechanism of investment subjectivity, establishing the win-win mechanism of fair competition and cooperation between the public and private higher education, building the macro management and independent running mechanism and stipulated clear provisions on interest(driving) return mechanism.
