The 21 th century is the era of knowledge economy,science and technology talents have become an important strategic resource.The formulation and implementation of science and technology talent policies is an important guarantee for the development of science and technology talents.Its critical role cannot be neglected.Since the reform and opening up,our governments began to realize the importance of science and technology talents,has issued and implemented a series of science and technology talent policies,which has improved the overall quality and ability of science and technology talents of our country.The evolution of China's science and technology talent policies since 1978 reflects the exploration process of the central government to formulate corresponding policies according to the development situation and needs of different periods.Overall,the development of China's science and technology talent policies could be divided into five stages,namely the recovery and adjustment,the initial establishment of system,the transformation and improvement,the strategic development and the innovation development.With the global competition for talents is getting increasingly tense,the construction of China's science and technology talent team is facing many new problems and challenges.Therefore,explore the characteristics and paths of the policy change of science and technology talent policies,and put forward suggestions to improve policy,strengthening the construction of science and technology talent team through effective policy guidance,which has great significance to the further implementation of the strategy of reinvigorating China through human resource development and the establishment of an innovation-oriented country.From the three aspects of text quantity,text type and the authority of policy-making,this dissertation uses grounded theory,policy documents quantitative research and other methods to make a systematic review on science and technology talent policy documents promulgated from 1978 to 2016.Then this dissertation uses open coding method of grounded theory to extract the subject words of policy documents.After that,this dissertation uses co-word analysis and cluster analysis to study the focal points,main objectives and key measures of science and technology talent policies at different stages by applying related statistical analysis software.Based on the analysis results,this dissertation generalizes the main trends,characteristics and dynamic mechanism of China's science and technology talent policy changes.This dissertation finds there is a significant change and connection between the focus of science and technology talent policies at different stages.The main factors affecting policy change include economic and social development needs,ideology and values,national strategic needs,and the needs of science and technology talents,etc.Finally,this dissertation analyzes some deficiencies of China's science and technology talent policies,and puts forward some suggestions for improving the policies,such as enhance the training of young science and technology talents,accelerate the policy making of enterprises cultivate science and technology talents,strengthen policy making of talent motivation and flowing,improve policy synergy and establishing evaluation mechanism.
