At present,the construction of township(street)social work service stations(hereinafter referred to as "township(street)social work stations")is accelerating nationwide.The notice on accelerating the construction of township(street)social work stations issued by the general office of the Ministry of Civil Affairs puts forward that "strive to achieve the construction goal of having social work stations in towns(streets)and social workers in villages(communities)by the end of the 14 th five year plan".At the same time,it is emphasized to "grasp the development direction of specialized and high-quality township(street)social work stations".Since then,township(street)social workers have sprung up in rural areas of China,bringing social work services to rural and remote areas of China.At the same time,there are many problems in the policy practice of township(street)social work stations in many places,especially the problem of administration.This paper analyzes the specific manifestations,causes and solutions of administrative problems in the implementation of township(street)social work station projects,hoping to provide thoughts and suggestions for the construction of township(street)social work station projects,in order to make suggestions for the professional development and service quality improvement of township(street)social work station projects.Taking the project implementation process of four township(street)social work stations in L City,H Province as a case,this paper uses the methods of participatory observation,semi-structured interview and literature research.Staff of civil affairs departments of cities,counties(cities,districts)and towns(streets)who participate in the daily management of township(street)social work station projects;The person in charge of the undertaking organization of the social work station project in L City and several resident social workers conducted in-depth interviews,and systematically studied the administrative problems in the implementation of the township(street)social work station project.Based on the research from the perspective of non collaborative governance analysis,this paper finds that the problem of administration is embodied in the administration of project management and the administration of daily work.The former refers to the administration of site management and personnel management,and the latter refers to complete administrative work,some civil affairs work and resident social workers are transferred.The causes of administrative problems include the fuzzy policies related to social work stations,the management contradiction between civil affairs system and grass-roots government,and the increasingly closed different governance units.In view of the above problems and causes,this paper puts forward that the way to solve the problem of administration is to strengthen policy design and form institutional guarantee;Raise organizational awareness and pool development forces;Build a talent team and lay a service foundation;Improve the contact mechanism,enrich the content of communication and learn advanced experience,and try business Posts + professional posts.
