| The Opinions of the CPC Central Committee and the State Council on Strengthening the Modernization of the Grassroots Governance System and Governance Capacity,issued in July 2021,proposed that "innovate the linkage mechanism between communities and social organizations,social workers,community volunteers,and social charity resources,and support the purchase of social work service mechanisms by townships(streets)",and establish town(street)social work stations to become an important starting point.With the unremitting efforts of Party committees,governments and social workers at all levels,social workers have played a professional advantage in community governance service participation and community self-organization incubation and cultivation,showing a good momentum of development.However,it is not difficult to find that due to the embedding hindering of different subjects in the embedding process,the embedding process faces multiple difficulties.Based on the construction practice of pilot social work stations in Xi’an,this paper explores the practice path of embedding the community of the X social work station in W District,which has the advantage of the only full-process supervision and accompaniment in the city,from the conditions satisfies the embedding,the methods used for embedding,the embedded service content,the specific practice process and the embedding effect,and proposes a long-term development mechanism from "single embedding" to "multiple chimerism" based on the embedding theory,and embeds the social work service station into the comprehensive service system of the street community to help the community achieve co-construction,co-governance and sharing of the new pattern of grassroots governance.It is found that the embedding process needs to go through three stages,namely,the construction of multiple subjects of community governance in the early stage of embedding,the expansion of community governance space and content in the middle stage,and the cultivation of self-operation of community social organizations in the later stage.In addition,since most social work stations in China mainly use the city government to purchase services,which determines that the establishment and development of X social work station depends on government procurement and development of services,social work stations need to balance the relationship between administrative affairs and professional practice.Similarly,it is found that while social workers perform their professional functions,they also encounter some obstacles,which are manifested as institutional constraints under "shackles and constraints",lack of subjects under "passivity and restrictions",and object alienation under "obstacles and withdrawals",resulting in strong dependence and weak autonomy in the process of embedding social work stations in the community to carry out services,and lack of certain flexibility and autonomy.This requires the following three paths: updating the concept at the institutional level,changing the way,and promoting growth through science;Innovative professional development at the subject level to enhance autonomy;Improve cognition at the object level,stimulate motivation,and jointly build community governance to build a long-term mechanism for social work stations to embed community governance services from "single embedding" to "multiple chimerism",in order to achieve long-term development from "shallow" to "deep".Promote social work stations to achieve in-depth cooperation with multiple subjects of community governance,jointly assume functions and give play to their advantages,realize the transformation from single subject to multi-subject collaborative governance,maintain their professional independence,provide effective experience,and promote the transformation of the mature model of social work stations embedded in community governance. |
