The Action Logic Of The Construction Of Street Social Work Stations Based On Political And Social Cooperation

With the development of social economy and the change of people’s ideas and concepts,social problems are becoming increasingly numerous and complex,and the construction of social work stations is an important measure to promote the high-quality development of social work and the main development direction of social work institutions in the new era.Although the government has formulated a series of policies and regulations to support the development of social work in order to effectively cope with the current "weak society" and alleviate the survival dilemma of social organizations,in order to establish a more professional and systematic social work service system,more attention should be paid to the construction and development of social work stations.As a comprehensive service platform connecting the government and initiating social forces from below,the social work station uses a government procurement method between the administrative system and the market system to realize the redistribution of special funds,further improve the traditional social service model and content led by the government and the main form of welfare,strengthen the capacity building of civil affairs grassroots with professional methods,and inject new momentum into traditional civil affairs work.However,as a complementary force of administrative communities,the orderly operation and service effectiveness of social work stations require long-term accumulation of experience and innovative practices,and the construction of social work stations in different regions should be adapted to local conditions.Taking the Z Street Social Work Service Station Project in Hubei Province as an example,this paper uses the literature research method and interview method to collect relevant data from the perspective of political and social cooperation,based on the embedding theory and cooperative governance theory,comprehensively understands the basic characteristics of the construction of the government and social work stations in terms of project structure,service mode and operation mechanism,clarifies the professional advantages of social work station services,and further elaborates the internal connection and interaction process between the subjects of politics and society.Clarify the path and action options for the professional construction of the current social work station in the process of cooperation with the government.At the same time,in view of the problems existing in the process of embedding social work stations in the community,the reasons are analyzed,so as to put forward powerful measures to promote the construction and development of street social work stations.The study believes that under the background of supply-side reform and modernization of social governance system,the action logic of social work station construction follows the "people-oriented" service principle and is based on the cooperation between the government and social work institutions and social recognition.Mainly led by the efficiency mechanism of government procurement of service projects,social work institutions provide professional support,introduce new technologies,new models and strengthen personnel training,and through the establishment of street social work stations,social workers are stationed at the grassroots level,forming a central,multi-subject cooperative governance model with the government,community organizations,social capital,community residents,volunteers,etc.,and improving the modernization level of social governance capacity with the support and cooperation of both political and social parties and other actors in community governance.The study found that social work stations are consistent with the country’s governance goals and have unique values and professional methods.Although the two-way embedding characteristics of social work stations are not very prominent under the embedding theory,by promoting professional construction with professional advantages as the starting point,social work stations can enhance their status and role in the service system.At the same time,social work stations should actively and closely link with the government management system,control key resources with a positive and positive attitude,broaden the channels for obtaining funds,and improve professionalism and service value to play a greater role.The government should formulate policies to support the construction of social work stations,increase capital investment,reduce administrative intervention,extend the time for task completion,and promote the professional development of social work stations and community governance.
