| The state attaches great importance to the physical condition of young people in compulsory education,and in recent years,due to the serious decline in the physical condition of young people,the state has introduced a series of policies in the expectation of assuming government responsibility,hierarchical management at all levels,and joint efforts to promote the effectiveness of physical education courses in elementary school to cultivate students’ love of sports,enjoy sports,and develop sports habits.School physical education has an outstanding contribution in fostering students’ physical and mental health,promoting personality development,and cultivating national sports reserve talents.A total of 12 schools from Jiangning,Xuanwu and Pukou districts were selected as the subjects of this study.The literature method,questionnaire survey method,interview method and mathematical and statistical method were used.Investigations were conducted in terms of human,material,financial and information resources in order to obtain first-hand data,and then data analysis was conducted to derive the problems of physical education resources in some elementary school in Nanjing.Then,the reasons for the unreasonable physical education resources in elementary school in Nanjing were analyzed.Finally,countermeasure suggestions for the optimal allocation of physical education resources in elementary school in Nanjing are proposed.The conclusions of the study are as follows:(1)In terms of human resources,the ratio of male to female physical education teachers,age structure,education and title status of physical education teachers in elementary school in Nanjing is more reasonable,about half of the schools have part-time physical education teachers,and most school teachers can often participate in teaching and research and teaching training activities.Urban schools have a more complete team of physical education teachers,while urban and rural schools lag behind urban schools in terms of teacher-student ratio and class-student ratio due to the number of schools,number of students,and economic conditions.(2)In terms of financial resources,the government budget allocation expenditure can roughly meet the needs of elementary school physical education resources in Nanjing,but the differences in economic levels among districts result in urban elementary school with good economic levels receiving higher quality physical education resources.(3)In terms of physical resources for elementary school sports in Nanjing,urban elementary school have better material resources than rural elementary school in terms of quality.Nanjing’s current allocation philosophy takes the perspective of balanced regional development and continues to narrow the differences in physical resources of schools in the region.(4)In terms of information resources for elementary school physical education in Nanjing,the government is out of alignment for the training of physical education teachers who intervene in school physical education services,and teacher training in rural elementary school is less frequent.Teacher training in Nanjing suffers from a mismatch between supply and demand,a mismatch between theory and teaching practice,and neglect of teachers’ ability to create on their own.(5)The problems of physical education resource allocation in elementary school in Nanjing: unbalanced inter-school teacher structure,unbalanced school material allocation,unbalanced school funding structure and unbalanced access to information resources.(6)The reasons for the unreasonable allocation of elementary school physical education resources in Nanjing include: differences in the level of economic development in different regions;the coexistence of insufficient and unbalanced investment in education funding;and the government’s education resource allocation decisions(7)The countermeasures for the balanced development of physical education resource allocation in elementary school in Nanjing in the context of educational equity are: balanced teacher teams,increased financial investment,coordinated regional inter-school balance,improved physical education information resource services,and strengthened government supervision functions. |
