Research On The Implementation Dilemma Of Children’s Director System From The Perspective Of Street Bureaucrats

The children’s director system has gone through more than ten years of development and become a key link to break through the "last kilometer" of children’s welfare transmission.However,in the process of the implementation of the children’s director system,the system defects are prominent,the system flexibility and even the implementation of the failure of the phenomenon,so that it has become an "invisible system",far from achieving the intended goal of the system.This paper attempts to introduce the perspective of street bureaucracy theory,based on the in-depth interviews with 26 directors of children,from the micro perspective of bottom-up analysis of the implementation of the children’s director system,to explore the internal tension between the children’s director system and practice.In this study,children’s directors are divided into four types: changers,copiers,instrumentalists and conservationists according to the two dimensions of their discretionary space in policy implementation and the scope of their job responsibilities.At the same time,the paper analyzes the phenomenon of street bureaucracy in the operation process of the children’s director system by integrating the two levels of system design and system implementation and the four action logic of street bureaucracy action,and puts forward countermeasures and suggestions based on the external implementation environment of the local children’s director system.The results show that the action strategy of children director is consistent with the action logic of street bureaucrat.In the system design,the office standard of children’s director is not clear,the part-time identity is difficult to identify,the job training is insufficient;In the institutional practice environment,the children’s director system is affected by the working atmosphere,the collusion of the basic level,the information gap,and the diversity of culture,resulting in the children’s director "having but not specialized".In view of these problems,it is necessary to return to the child-centered perspective from the institutional concept,help the director of children to care for himself,and then establish a deeper connection with children.Perfect the children director system from the system design;From the point of system practice,the paper constructs five responsibility control of street bureaucrats,including internal and external incentive control,responsibility construction control,effective supervision control,information communication control,local system support.
