Construction Of School Sports Policy System In Jiangxi Province Under The Scope Of Policy Conflict

School physical education policy is the basic tool and means of managing school physical education work,but there are various debates on how to do a good school physical education work,and many problems are encountered in practice.The focus behind the debate and problems is the different value judgment and choice of school sports work,which is the conflict between the local government and the policy of "score first" policy under the baton of exam-oriented education and the policy of "health first" school sports.Therefore,in order to develop the school sports work in Jiangxi Province,this paper takes the perspective of policy tool theory and economic person hypothesis theory as the vision,and uses the literature data method,content analysis method,interview method,mathematical statistics method and Interest analysis method systematically studies the school sports policy system in Jiangxi Province.On the basis of discussing and analyzing the policy obstacles of school sports policy in Jiangxi Province,suggestions are put forward for the construction of school sports policy system in Jiangxi Province.The main conclusions of this study are as follows:The goal of school sports policy is the development of the physical education policy,supplemented by Jiangxi Provincial Education Bureau and the standards and requirements,supervision,evaluation and punishment,and the lack of school sports policy policy,and the lack of cooperation The lack of mechanism leads to the lack of policy implementation motivation;the lack of supervision mechanism leads to insufficient policy constraints.The basic dimension of the school sports policy system in Jiangxi Province: grasping the four basic elements,the policy subject,the policy object,the policy environment,the policy resources and the policy environment,the target policy,the policy policy,the teacher policy and the system policy Sex and other basic principles.The construction of school sports policy system in Jiangxi province has four aspects:(1)the design of target policy should focus on the diversification of ultimate objectives,the trinity of basic objectives and the bidirectional coordination of specific objectives;(2)the design of funds policy should focus on the source of funds and audit;(3)the design of teachers policy should focus on the construction and management;(4)the design of system policy should focus on: establish the policy responsibility unit,establish the cooperative mechanism and establish the incentive mechanism with the benefit and the supervision mechanism.In order to ensure The effective operation of the school sports policy system,also must optimize the subject of the school sports policy;improve the policy system and policy construction;create a good policy external environment.Only in this way,can we provide a strong guarantee for the practice of school sports policy,and then promote the long-term development of school sports.
