| The rural sports policy is the policy,strategic plan and action guideline formulated by the Central Committee of the CPC and the government in order to achieve the goal of rural sports,promote the development of mass sports and help the revitalization of rural areas.It contains many implicit information such as the characteristics of The Times and practical needs.After the new period of reform and opening up,it can provide theoretical basis and practical reference for optimizing policy design and promoting the development of rural sports by systematically analyzing the text of rural sports policy,perfecting the policy system and strengthening the top-level design of rural sports.This study takes content analysis,literature analysis,mathematical statistics and logical analysis as the research methods,takes rural sports related policy texts issued by the central government after the reform and opening up as the research object,and takes policy tool theory and text analysis theory as the theoretical basis.Construct the three-dimensional analysis framework of the types of rural sports policy tools,the changes of rural sports policy and the construction elements of rural sports,and carry on the coded statistical analysis of the relevant policy texts.The study found:China’s rural sports policy presents a "three-stage" transition trend.After the reform and opening up,the development of rural sports policy has undergone three stages: the restoration and adjustment stage(1978-1992),the reform and promotion stage(1993-2006)and the deepening and perfecting stage(2007-2022).The rural sports policy in our country reflects the configuration of "unbalanced" tools,and the whole has the characteristics of "supply" policy tools overflow,"environment" policy tools imbalance,and lack of "demand" policy tools.In our country,rural sports policy is in the "ascending" stage configuration,and the frequency of policy tools used in the adjustment stage is the least,and the proportion of the three types of policy tools is the most unreasonable.In the stage of reform,the frequency of use of various policy instruments has been improved to a certain extent.In the deepening and perfecting stage,the number of the three kinds of policy tools increased significantly,but the proportion did not improve,still in an unbalanced state,but the sustainability was slightly improved.China’s rural sports policies show the allocation of "differentiated" elements,and the policy tools focus on rural sports material security and rural sports cultural activities,but pay little attention to rural sports training and rural sports industry.Based on the above research results,the following suggestions are put forward to improve the effectiveness of rural sports policies:(1)eliminate the advantages and disadvantages,coordinate the advantages and disadvantages of tools,the specific operations are to gradually reduce the frequency of supply policy tools,rationally allocate the use of environmental policy tools,and moderately increase the allocation of demand policy tools;(2)Two pronged approach,taking into account the stage needs and long-term planning,specific operation is combined with the characteristics of rural sports stage,targeted to introduce relevant policies,strengthen the system and systematization of rural sports policies,enhance the adaptability and implementation of policies;(3)The specific operation is to follow the law of rural sports development,balance the allocation of policy tools among various elements,correctly understand the internal relations among construction elements,and promote the overall coordinated development. |
