Research On The Operating Model Of Urban Community Sports From The Perspective Of "Three Communities In One"

With the acceleration of modernisation,the sports needs of urban community residents have become more complex and diversified,and the government alone can no longer meet the diversified sports needs of community residents.The exploration of innovative models of community sports is actively promoted throughout the country.The model of the government as a single service provider no longer suits the development of society.The future trend is for the government,social sports organisations and community residents to participate in a multi-disciplinary model."The development of the ’three communities in one’ model has mobilised multiple actors to participate in community governance."The ’three communities in one’ model has been very effective in community governance,and has evolved from local exploration to national facilitation."Three communities in one not only promotes the development of grassroots community governance,but also provides ideas for the development of urban community sports.It provides a direction for the further development of the urban community sports model.This study uses literature,case studies and in-depth interviews to investigate the’three communities in one’ model of community governance and to investigate the community-social sports organisation-social sports instructor linkage model.Firstly,by searching for relevant research materials and government statistics,this paper describes the current situation of urban community sports in China,starting from several aspects such as community sports organisations,community sports managers and instructors,community members,venues,facilities and funding.The current situation of urban community sports in China is analysed in terms of the problems that arise and the causes of these problems.Secondly,this paper constructively proposes the linkage model of community-social sports organisations-social sports instructors to address the problems of urban community sports in terms of community sports managers and instructors,community sports funding,sports venues and facilities,and other human and financial resources.The paper discusses the necessity of this model for the development of urban community sports in terms of its characteristics,reasons and practical significance,and the feasibility of its application to urban community sports in terms of practical conditions,analysis of practice in other fields and exploration of practice in the field of sports.Then,in the perspective of "three communities in one",a model of community-social sports organisation-social sports instructor linkage is developed.In addition,this model is validated in practice through the operation of the"Social Sports Instructors in Families" project in Siping Road Street.Finally,on the basis of the research,the study makes its own recommendations.First,some problems have arisen in the development of urban community sports.Mainly manifested in the lack of independence of formal community sports organizations,lack of initiative,insufficient capacity and limited resources of spontaneous mass sports organizations;low quality and serious absence of community sports management personnel,insufficient number of social sports instructors and low professional quality;There was a phenomenon that community members have a single form and simple content in sports participation,and the participants are mainly middle-aged and elderly people;per capita sports venues are insufficient,and sports venues are relatively simple;community sports funds were insufficient and the source structure was single.Second,the community-social sports organization-social sports instructor linkage model has the characteristics of grassroots,regional and comprehensive.In addition,because urban community sports and community governance share the same soil,the"three clubs" are similar in nature to the "three clubs" in community sports.The sports organization-social sports instructor linkage model will have a profound impact on the community,social sports organizations,social sports instructors and community sports.Third,the main difference between the "three clubs" in community governance and community sports lies in the difference between social workers and social sports organizations.The community-social sports organization-social sports instructor linkage mode is a coordination and cooperation mode formed on the basis of the"three-community linkage" mode of community governance.Communities,social sports organizations and social sports instructors carry out integration,interaction and division of labor in order to achieve the common goal of urban community sports.Fourth,this case study showed that the community-social sports organization-social sports instructor linkage model implemented by Siping Road Sub-district has strengthened the ability of social sports organizations to participate in community sports work,cultivated community sports managers and instructors,and inspired community members to participate.The enthusiasm for physical exercise has alleviated the problem of the shortage of community sports venues and facilities,and broadened the sources of community sports funds.However,there were still some deficiencies in the development of the "three societies".In the future,it should be improved from the aspects of exploring the public welfare compensation mechanism,expanding the scope of training,and improving the incentive mechanism.Fifth,in order to realizedthe healthy operation of the community-social sports organization-social sports instructor linkage model in urban community sports.It is necessary to clarify the problems existing in each subject and improve the capabilities of each subject.In addition,it is necessary to ensure the smooth linkage between the"three agencies" by establishing a collaborative cooperation system,a project evaluation system,ensuring sufficient funds,and accelerating the construction of a communication platform.
