The 16th and 17th national congress of the CPC put forward that we must construct a learning society in which all the people will learn or even pursue life-long education and will emerge to boost their all-round development. The Party put forward constructing a Learning-Party to improve the administrative ability. This action gives renewed impetus to the construction of the learning-society, too. The development of the urban low-income communities has always been the restricting factor of developing the urban communities, and also is the bottleneck in the process of the construction of the learning-society. So constructing a learning community in the low-income areas will benefit the nation and the people.The thesis starts with the contradictions between the inside-requirements of the developing-society and the current abilities of the urban disadvantage groups. After summarizing the national and international studies on the learning-communities and construction in the urban low-income areas, the thesis defines the concept of the urban low-income community. It points out that the learning-communities in low-income areas have different standards and contents. Literature research method and survey study method are mainly used in the thesis.Then, the thesis analyzes the meaning and characteristics of the urban low-income community and describes the developmental process of learning-society theory. The construction of the learning-society provides a good environment for the construction of the learning-communities. Constructing a learning-community in the low-income area will improve the all-round Construction of a Moderately Well-off Society, promote the Harmonious Society, improve the employment ability of the disadvantage groups, enrich their cultural life and enhance their participating consciousness. In the end of Part II, the thesis proves the feasibility of the construction of a learning-society in the urban low-income areas from the historical and realistic views. The thesis takes the Zhuzhou City as an example, describes the current state of constructing a learning-community in the low-income communities. It finds out a few problems in the aspects of the funds, talents, carrying out the policy and public opinions. As for the reasons, mainly exist in the aspects of misunderstanding of the concept, the government doesn't push it ahead actively, the responsibilities and the rights of the communities are not clear and the participating rate of the social organizations is low, etc.The thesis analyzes the strategies from three aspects: the first one is the government's actions. The government should enhance legislation, improve the systems, and return the rights to the communities themselves. The second one is the participation of the social organizations. They should strengthen publicity work to let everybody know and understand the theory of learning-society, form a work-together system and take the social responsibility. The third one is the communities themselves, they mainly must cultivate the residents'habits of learning initiatively, help them build up new learning notions to understand"Live and learn", broaden channels of participation and expression and stimulate the residents take part in studying by constructing a very good system.
