| Facing the goal of building a modern education power,the ICT in higher education is a crucial part.Although China’s ICT in higher education has made some achievements in infrastructure,digital resources and application,the level of ICT in different regions is uneven due to the adjustment effect of market economy on the distribution of education industry and resource allocation,which affects the process of high-quality development.In order to optimize the resource allocation of ICT in higher education and promote balanced regional development,it is necessary to evaluate the situation and differences of ICT in higher education of China,and put forward corresponding strategies for the balanced of ICT in higher education in China.In order to evaluate scientifically and objectively,this study systematically combs the evaluation theory and practice of ICT in higher education based on multi-source data,aiming at the problem of single data source in the empirical study of ICT in higher education in China.On this basis,open multi-source data are collected from the whole country,and hierarchical factor analysis model is used to conduct empirical research on the status quo of ICT in higher education construction,and cluster analysis is used to further explore the sequence of the development level of each province.At the same time,the coefficient of variation,Macloone index and Verstegen index were used to quantify the differences of provinces and cities,and further observe the distribution characteristics of differences.It can be seen from this study that the level of ICT in higher education in China is influenced by ICT construction and input,ICT achievement output,provincial ICT service level and ICT management.At present,there are significant differences in regional development of ICT in higher education,but the overall trend is narrowing.From the perspective of east,central and western regions,the development difference in the eastern region is significantly higher than that in the central region,especially among provinces and cities above the middle level.The development difference of the western region is higher than that of the central region,and the comprehensive development of provinces and cities above and below the middle level in the central region is in a basic equilibrium state with little change in the difference.Therefore,it is necessary to attach importance to regional balanced development,tilt policy toward backward areas,promote the transformation of ICT in higher education achievements,improve the service level of provincial education ICT,actively play a leading role in demonstration,and narrow the gap in the development of university ICT. |
