| In the context of Beijing’s successful hosting of the 2022 Winter Olympic Games and Winter Paralympic Games,the introduction of ice and snow sports into schools has become an important element of national strategic development as a response to the call of "driving 300 million people to participate in ice and snow sports".Beijing,as the main host of the 2022 Winter Olympics,has a strong typical,representative and leading role in the governance of ice and snow sports on campus.The study of the governance of ice and snow sports in primary and secondary schools in Beijing into the campus provides a practical model for social governance in China,which is of great significance for improving the sports governance system in China,improving the quality of education,and building a healthy China and a strong sports country.Based on the transformation and innovation of governance theory and the logic of Chinese sports governance,this paper adopts the research methods of literature,expert interview,case study and text analysis to study the governance background,policies,subjects,mechanisms,paths,characteristics and outcomes of the introduction of ice and snow sports into schools in primary and secondary schools in Beijing,which lasted for about seven years,in order to enrich the theory of sports governance development in China and to provide the post-Winter Olympic period ice and snow sports into schools governance in the post-Winter Olympics period by providing suggestions and references.The study shows that.1.The governance practice of ice and snow sports on campus in Beijing primary and secondary schools has formed a multi-subject association formed by the government-society-market triad,and the governance subject status of the social market has been established through the separation of government and society,government and enterprises,and the separation of management and administration.The three parties cooperate with each other and share the responsibility of constructing the governance system of ice and snow sports in primary and secondary schools in Beijing,and in the process of governance,the multiple subjects interact positively and collaboratively,and the governance results are shared by all subjects,which is in line with the governance concept of socialism with Chinese characteristics in the new era of common construction,governance and sharing,and has taken a modernized road of sports governance in line with the national conditions of China,which has become an important step to promote the modernization of sports governance in China.It has become an important step to promote the modernization of sports governance in China.2.Beijing has basically realized the value of adhering to the leadership of the Party and developing people-centered sports governance in the governance practice of ice and snow sports in primary and secondary schools.Through the external construction of the government,the internal linkage of the society,the construction of market mechanisms and other governance means shared by multiple mechanisms,the formation of a governance model led by a single government,the society,the market and multiple synergistic participation.3.From the viewpoint of the governance process,the governance of Beijing primary and secondary school ice and snow sports in campus from the design of the policy system to the collaborative participation of multiple subjects in the process of dividing the interests of multiple subjects,the coordination of resource allocation,and the improvement of the supervision mechanism are still inadequate,and the momentum and vitality of the development of ice and snow sports in campus after the Beijing Winter Olympics still remains to be seen.From the requirement of good governance,establishing legal norms to sound supporting measures,promoting effective coupling of top-level design and local initiatives,and activating the internal drive of social market players are what the subsequent governance of ice and snow sports on Beijing’s campuses should continue to focus on. |
