Under the current development mode of market economy,human resource management has become a new trend of the development of The Times,and the era of fixed jobs such as"iron rice bowl","silver rice bowl" and "golden rice bowl" has become the past.Jobs have also become diverse,with people changing jobs more frequently.Since the reform and opening up,especially after China’s accession to the WTO,the development of market economy in our country has also liberated the labor market.In December 2021,the Ministry of Human Resources and Social Security of China issued the Implementation Plan for the Rule of Law Construction of Human Resources and Social Security(2021-2025),in which it was clearly proposed that China would establish a professional,information-based and industrialized human resources service system in the labor market.Only in this way can we meet the human resource needs of different industries,different trades and different development levels in our country.The implementation of a series of measures of human resource development strategy will certainly provide help to China’s economic development and enterprise development,and it is also a significant development opportunity for China’s human resource service enterprises.This paper selects XTD human Resources Company in Jinan City,Shandong Province as the research object,through literature review,field investigation,mathematical statistics,etc.,the research background and significance of the subject are discussed.At the same time,the related concepts of the subject research are discussed to lay the theoretical foundation.Secondly,PEST analysis is carried out on the external environment of XTD human Resources company,including a comprehensive analysis of the current national political environment,the national and regional economic development environment,the current social and cultural environment,and the technical environment applied in human resources services.At the same time,through the five-force model analysis,including supplier bargaining power,buyer bargaining power,threat of new entrants,threat of substitutes or services,threat of existing rivals,etc.,to understand the external development environment faced by the company.Thirdly,the internal environment of XTD human Resources Company is discussed,including the general situation of the company,the main service content and the brand resources of human resources,and SWOT analysis is carried out to understand the current situation of the company’s strategy.On the basis of the above analysis of internal and external environment,the development strategy of the company is formulated,and the strategy implementation guarantee measures of XTD Human Resources Company are put forward:optimizing the organizational structure,strengthening financial management,building information platform,standardizing service process,improving employees’ learning ability,and promoting cultural brand construction.Finally,the paper summarizes the research conclusions,hoping to promote the development and progress of human resource companies in China.This study puts forward the key points of the implementation of corporate strategy,provides an analytical tool for the development strategy of enterprises in the field of human resources,and completes the solution of the choice of the direction of enterprise development strategy under the guidance of theoretical research,which has important theoretical significance for the development strategy research of human resources companies in China.The problems faced by XTD company are also the problems that all human resource enterprises of the same type in the market will encounter and need to take strategic consideration.This paper not only solves the problem of the enterprise’s own strategic choice,but also provides a practical case for other enterprises of the same type or facing the same problem,which has very important practical significance for the strategic research of human resource companies.
