In recent years,our country's social work has grown steadily and has a good momentum of development.With the rapid growth of professional personnel and the rapid growth of the number of social work institutions,private social work institutions also expose the phenomenon that internal management can't keep pace with development,especially facing many difficulties in human resource management.Human resources are the core resources of an organization as well as the most creative,productive and dynamic resources of all resources.Social work,as a work with obvious value orientation,needs to pay more emotional labor,and needs to pay more attention to the utilization and development of human resources.At present,private social work institutions do not pay enough attention to human resources management.There are still many problems in human resources management,such as insufficient investment in human resources management,serious brain drain,difficulties in career promotion,imperfect training supervision system,etc.These problems restrict the healthy development of the private social work institutions,so that the institutions are difficult to provide better quality social services and undertake a comprehensive system of public services.I worked in three private social work institutions in Suzhou,Hefei and Shenzhen.Then I found some problems of human resources management in private social work institutions through participatory observation.These institutions are struggling to cope with all kinds of difficulties.They only focus on daily and short-term human resources work,lack of strategic vision of human resources,and have not yet formed a human resource management mode suitable for industry development.The sources,ways,positions and recruitment requirements of different institutions are different.Due to the need to comply with the service contract,the recruitment and allocation of personnel in private social work institutions is very passive.The vacancy rate of social workers is high and the content of work is many,but the recruitment of social work institutions is difficult and the rate of brain drain is high.The training system and supervision mechanism of most of the institutions are still not sound,and it is difficult to guarantee the talent's potential mining,ability promotion and work support.The performance evaluation and incentive mechanism of the institutions are not scientific,the salary system of the social workers is not perfect and the overall level is low.This leads to the lack of talent attraction in the social work industry,the serious loss of human resources and the lack of development.The healthy and long-term development of private social working institutions has been restricted.Based on the analysis of the above problems and the analysis of the research results of human resources at home and abroad,this paper combs the current situation and problems of human resource management in twenty-seven private social work institutions in Anhui Province,and analyzes the reasons behind them.Through questionnaires,we collected the basic information of human resources management in private social work institutions,and the title of the questionnaire is the questionnaire of the status quo of human resources management in private social work institutions.We invited the person in charge of the private social work organization or the person in charge of the human resources work to fill out the questionnaire.According to the outline of the structured interview,the interview outline of the current situation of human resources management in private social work institutions,in-depth interviews with four heads of institutions,we have a detailed understanding of the organization's work,problems and the six major functions of human resources management.Through the " A scale on the best practices for human resource management in private social work institutions",we interviewed some social workers,and analyzed their cognition of the importance of some human resources practices.Then we extract the best practices of human resource management for private social work institutions,and put forward strategies for the development of human resources management in private social work institutions.These contents for clear specification of organizational strategy,human resources management,save human resources,improve the service efficiency and promote social work occupation development is important,and can help the private social work agency to better meet people's needs,and to better participate in the innovation of social governance.
