Academic research on bullying has been divided between workplace bullying and school bullying.Workplace bullying is prevalent in all types of occupational settings,including the school workplace.Bullying in the school workplace has a special character,being essentially a study of bullying,but sharing the attributes of the two directions of bullying research.Workplace bullying in schools occurs within school organizations,affects the health of the organization and its members,and is part of the task of modernizing school governance.Based on this,this paper examines the question of how workplace bullying is governed in primary schools.Based on the literature review,a research design using a mixed-methods approach was identified,and a preliminary operational conceptual definition of workplace bullying in primary schools was developed: a primary school workplace that includes members of the school organizational community who are subjected to repeated and deliberate "physical aggression,social exclusion,work oppression,developmental restrictions" by single or multiple members of the school community." and other behaviours.Subsequently,empirical research was conducted through a mixed research paradigm to understand the current situation of workplace bullying in primary schools.From the empirical findings,it was found that workplace bullying in primary schools is fundamentally a result of interpersonal interactions between members of the school organization at the work level,and there are patterns of bullying by superiors against subordinates,subordinates against superiors and peer bullying,with the pattern of bullying by superiors against subordinates dominating.However,when individual workplace bullying evolves into organizational collective behaviour,workplace bullying becomes an organizational recognized management behaviour and is no longer covert.The problem of workplace bullying in primary schools,which is dominated by the bullying of subordinates by superiors,is influenced by a combination of factors,such as the unjust cooperation game within the school organization,the disconnectedness and absence of the school management system,and the ethical failure and indifference of both actors in the bullying process.On the basis of the causes of the problem,further recommendations for the management of workplace bullying in primary schools in the Chinese context and cultural background are proposed.Firstly,rebuilding the organisational power structure of primary schools to create a healthy school workplace ecology.Secondly,revise existing laws and regulations to prevent the occurrence of workplace bullying,and establish multi-channel channels for the protection of rights and remedies,so as to realise the dual protection of institutional regulation.Finally,the leadership ethics of school organisation managers should be reshaped to promote the awakening and endogenous growth of the ethics of school organisation community members,and the behaviour of both school workplace actors should be regulated by ethical guidance and moral self-discipline in good order.
