With the in-depth advancement of the new round of curriculum reform,the cultivation of core literacy has become the common goal of ideological and political teaching in primary and secondary schools,and it is also the main trend of compulsory education curriculum reform.As a specific teaching method to implement the core literacy cultivation goals,issue-based teaching has begun to attract the attention of the academic community,and it has a unique function and utility in exercising students’critical and dialectical thinking,problem-solving ability,and independent cooperative inquiry ability.Therefore,many scholars advocate that the scope of issue-based teaching proposed in the 2017 edition of the high school ideological and political course standard be expanded to the stage of junior high school compulsory education,so as to promote the connection of ideological and political courses in primary and secondary schools.Through real classroom observations,collecting historical research experience of predecessors,questionnaires and case studies,the author explores and summarizes the value,problems and causes of topic-based teaching in the current junior high school ethics and rule of law curriculum,and proposes corresponding optimization measures.The author first elaborates on the background and main content of the formulation of the new curriculum standard,and defines the meaning of the concepts related to topical teaching.Cultivate core competencies from the intensive curriculum to educate people;Integrate the curriculum content structure and strengthen the connection between primary and secondary schools;The three aspects of promoting the integration of teaching evaluation and promoting the common growth of teachers and students expounded the necessity of implementing issue-based teaching in junior high school ethics and rule of law courses.From the aspects of macro environment,technical support and teacher and student support,the feasible conditions for the implementation of junior high school ethics and rule of law topic teaching were explained.In addition,the results of questionnaire surveys of students and teachers were collated,and the common problems in the application of ethics and rule of law in junior high schools were discussed from the two main levels of teachers and students,and the main causes of problems were analyzed from the aspects of teachers’ own quality,students’ learning habits,and school resource allocation.On this basis,according to the problems found in the actual investigation and combined with the existing high-quality cases of ethics and rule of law topical teaching,optimization and improvement strategies are proposed.As the helmsman in the implementation of issue-based teaching,teachers should constantly update their educational concepts and adhere to teaching principles.In addition to the need for teachers to keep up with the development trend of education reform,schools also need to improve their support systems and strengthen service support.In view of the basic elements required for issue-based teaching design,the author also uses holistic,systematic and integrated thinking to explore curriculum resources and optimize the source of topic selection for the topical teaching design of ethics and rule of law in junior high schools.Grasp the characteristics of the topic and optimize the topic design;Lead the construction of meaning and optimize the setting of the situation;Based on student development,optimize activity settings;Adhering to the literacy orientation,optimizing teaching evaluation and putting forward optimization and improvement measures.
