The popularization of educational informationization plays an important supporting role in the development and reform of the educational field,and the teachers’ informationization teaching ability and theoretical literacy are one of the important factors affecting the development of educational informationization.Especially during the outbreak of the novel coronavirus outbreak in early 2020,the status and importance of online education has become increasingly prominent,which also puts forward higher requirements for teachers’ information-based teaching ability.As a new teaching concept and teaching mode presented in the 21 st century,online open courses are becoming an important direction and hot topic in the field of development and change,and their characteristics such as multiple objects and large dissemination have become an important way for teachers to improve their information teaching capabilities.Under the background of education informatization 1.0 to education informatization2.0,a series of relevant policies have been introduced to support the improvement of teachers’ informatization teaching ability and promote the construction and development of online open courses through various channels.In this study,“Open Online Courses” and “MOOCs” represent the same concept.However,in this process,some problems need to be solved urgently,Firstly,how about the development status of information-based teaching online open courses? Secondly,what is the current situation of front-line teachers’ theoretical literacy in information-based teaching? Thirdly,what is the demand of front-line teachers for courses related to the promotion of information-based teaching theory? Fourthly,how to design and develop an online open course“Improving the theoretical Literacy of Information-based Teaching” suitable for front-line teachers? Fifthly,what kind of course development model is required for flexible and easy-to-use online open courses?This study uses the literature research method to conduct literature research on the design and development of online open courses and information teaching online open courses and the relevant achievements of information teaching theory,clarifies the research status of related topics at home and abroad,and sorts out the classic teaching theory,information teaching theory in the period of education informatization 1.0 and education informatization 2.0,so as to construct the curriculum framework of the online open course “Information Teaching Theory Literacy Improvement”.This study uses investigation and research method to understand the current theoretical basis and literacy of front-line teachers in information-based teaching,as well as the learning demand for the online open course “Improving the theoretical Literacy of information-based Teaching”.This study uses the case analysis method to analyze the existing classical information teaching online open courses,summed up the common rules and optimization.Based on the ADDIE development model,the online open course "Improving the Theoretical Literacy of Information-based Teaching" is designed and developed,and the iterative development model of the course is constructed.Through the preliminary application of the 1.0version of the open online course “Improving the theoretical Literacy of Information-based Teaching”,the quality and application effect of the 1.0 version of the course is tested.Finally,the optimization measures of course version 1.0 are proposed,and the course framework of course version 2.0 is designed.This study draws preliminary conclusions.Firstly,the existing online open courses of information teaching have complete elements and complete learning support services,but they have not comprehensive,systematic and in-depth introduction to the relevant theories guiding information teaching,and personalized learning guidance services also need to be strengthened.Secondly,the current level of information-based teaching theoretical literacy of front-line teachers is not high,and the improvement of information-based teaching theoretical literacy is very necessary and urgent.Thirdly,front-line teachers need to improve their own literacy through the learning of online open courses on information teaching theory and literacy.Fourthly,the online open course “Improving the Theoretical Literacy of Informatization Teaching” developed by the Institute has been recognized by the surveyed learners and the interviewed expert teachers,and the course meets the learning needs of front-line teachers as a whole,which is conducive to improving the theoretical literacy of informatization teaching of front-line teachers.Fifthly,based on the ADDIE model,this study constructs the iterative development mode of the online open course “Information Teaching Theory Literacy Improvement”,and the overall effect of the course developed by applying this model is better.This study helps front-line teachers clarify the importance of theoretical literacy in information-based teaching,provides front-line teachers with methods and ways to improve theoretical literacy in information-based teaching,and enriches relevant learning resources.However,the shortcomings of this study are as follows.Firstly,the course "Improving the theoretical Literacy of Information-based Teaching" developed by this course is only version 1.0at present.Due to the long cycle of early design and development,the application part of the course is not complete enough,the application cycle is short,and the application scope is small.Secondly,the content and services of the course need to be further improved.In terms of curriculum teaching content,ideological and political content of curriculum cannot be integrated into every learning activity.In terms of learning support services,the personalized learning guidance scheme needs to be further refined and optimized,and the interactive elements of the course are relatively lacking.
