The open educational resources project (OER) is one of the applications with greateconomic potential and social value. The main content of his paper is to research therepresentative open educational resources project particularly, with the purpose of providingeffective advice for domestic OER project and the relevant Digital publishing practice.There are five basic parts of this paper. The first part is theoretical framework. For thereason that the network media is the key variable comparing with the traditional highereducation. By combining the authoritative theory and the actual observation, this paperestablish theoretical framework. The theoretical framework include three aspects, they areintellectual content network, relation network and value network. The section of Intellectualcontent network is composed by structure of intellectual content, structure of intellectual unitand management of intellectual content. The section of relation network focus on theinteraction mechanism between educator and web site. the interaction among educators is alsobe researched in this section. The section of value network to research value distribution onthe view of educator, the contributors of intellectual content and the manger of OER project.The second part of this paper is the research object. According to the Alexa Rank and theliterature, this paper select Online Fine-designed Courses, Online Open Courses and MassiveOpen Online Courses(MOOC) to research and compare. The specific examples are The OpenCourse Ware project of Massachusetts institute of technology(MIT OCW),NationalFine-designed Course project, Wangyi Open Course project, edX project and Courseraproject.The third part of this paper is the research content. With review of history of OERproject, this paper using research theoretical framework to analyze and compare the specificexamples respectively to summarize the advanced experience of successful ones.The fourth part of this paper is conclusion. By comparing different OER projects, thispaper come to a conclusion that in the aspect of intellectual content network, MIT OCW,Wangyi Open Course project and MOOC are concise and orderly, the form of MOOC is closeto the traditional. In the aspect of relation network, the features of Wangyi Open Coursesproject and MOOC are “Courses planning” and “Online-Offline interaction”respectively. Inthe aspect of value network, the OER projects before MOOC are the public welfare onlinehigher educational service, the purpose of them is to expand the shared scope of knowledge. The features of MOOC is certification of course, which is adapt to the real requirement ofeducators.The last part is advice. According to this paper, the manger of OER project should focuson public basic course,establish competition consciousness and service consciousness,establish a reasonable value-distribute system. They can also use “crowed-raise” to expandchannel to raised money, to make content and media terminal match well.
