An Empirical Study On The Efficiency Of Public Sports Service In China Based On DEA And Malmquist Index

With the transformation of the main contradiction in our society since the party's"19th",the demands for public services have become increasingly diversified,especially for the health?cultural?sports and other social services.At the same time,"About opinions on government information publicity promoting the construction of social public welfare domain issued by the state council general office in 2018 states that public cultural and sports fields is key content of outstanding public,and it will promote the building of public cultural and sports service system,the investment and the use financial capital and facilities construction.“the 13th five-year plan of sports development" states that we also stressed the need of improving basic public sports services constantly.It can be seen that the development of public sports service in China has been paid more and more attention,but the development of public sports service in China still faces many challenges.Therefore,studying the efficiency of public sports service in twelfth five-year" period and finding out the existing problems will be reference for improving the efficiency of public sports service in our country during the period of "much starker choices-and graver consequences-in" level?In this article,we firstly defined the concept of the public sports service,efficiency,evaluation of efficiency.Under the guidance of the principles of purpose,science,comparability,operation and resilience,Delphy's method is adopted to build an evaluation index system of public sports service efficiency in China,which consists two level of index,five secondary indexes and 7 tertiary index.Then public sports service efficiency in 31 provinces in China is static analysed by using DEA model?China's public sports service efficiency is dynamic analysed by using Malmquist index based on the 2011-2015 year panel data.The results of the study are showed as following:(1)The overall efficiency of public sports service is not high in China?the Comprehensive efficiency of province is 9 to 11 in every year.The main reason is that the input-output is unreasonable and the resources may be seriously wasted.(2)The pure technical efficiency of area in China is higher than the overall efficiency of effective area,but there are still quite a number of area,where pure technical efficiency value is not high?The low pure technical efficiency is a major cause,which leads to low overall efficiency.(3)The scale efficiency of public sports service is relatively high in China?The scale efficiency of each region is relatively small,and the scale efficiency is relatively stable.(4)In China,the area with increasing returns on scale of public sports service is increasing,the area with diminishing returns is gradually decreasing,and the scale of the region is continuously optimized.(5)Through the super-efficiency DEA analysis,the efficiency values of 31 provinces in China were ranked.The super-efficiency value of 14 regions were greater than 1.Among them,Zhejiang,Shanxi and Tibet ranked the top three,followed by Beijing,Tianjin and Shanghai.(6)Analysis of the input redundancy and output insufficience finds that there are input redundancy and output deficiency in each region to the different degree.(7)The total factor productivity index of China's public sports service shows a trend of decline.Technological progress is the main factor which affects the change of total factor productivity index.
