In early 2020,the Ministry of Education actively responded to the call of epidemic prevention and control,requiring all primary and secondary schools across the country to delay the start of school and implement the online teaching activity of "no classes suspended".All primary and secondary schools in Nantong have also started to carry out online teaching activities,which is not only an emergency means to ensure the normal implementation of education and teaching activities during the epidemic,but also a large-scale and in-depth practice of the application of "Internet +education".This is not a small test for the education system of Nantong City: how can educational decision-making and management promote the normal development of online teaching activities and make teachers and students quickly adapt to online teaching activities? By studying the current situation of online teaching in the epidemic period of Nantong City,this paper hopes to clarify the realistic difficulties in the development of online teaching activities,summarize,conclude and construct the online teaching management model in the epidemic period of primary and secondary schools in Nantong City,and continuously improve it through application research,so as to solve the practical problems of online teaching to a certain extent.The specific research process and results are as follows: First of all,by means of NVIVO software,the online teaching practice cases of "school suspension without school suspension" of primary and secondary schools in Nantong City in the "epidemic period" and related literature were analyzed in the form of rooted coding.The overall picture of online teaching practice of primary and secondary schools in Nantong City in the "epidemic period" was restored in a bottom-up way,the problems existing in actual teaching were clarified,and the solution strategies at the management level were proposed.Therefore,the principle of model construction is derived.Secondly,based on humanism as well as the concept of "Internet +education",combined with the story line of online teaching practice in Nantong City during the epidemic period and related construction principles encoded above,the construction of the "353" online teaching management model of primary and secondary schools in Nantong City during the epidemic period is completed,and the three-level linkage of "city,county and school" in the special period is clarified.It is an online teaching management model jointly built by the three parties of "politics,research,technology,school and home" and "basic network,platform tools and network security".At the same time,the characteristics of each module and relevant matters needing attention in implementation are introduced.Finally,in combination with the home-based learning opportunity of "no classes without school suspension" implemented again in many places in Nantong at the end of March 2022,the paper focuses on the construction and application practice of the "353" online teaching management model,and designs the "Course type adaptability Classification Table" for the suitability of teachers’ teaching methods in the application practice.Aiming at the low efficiency of students’ online learning,the "third supervisor" model is designed,and the application practice of the "third supervisor" model is carried out through the control experiment.The experiment proves that the effect is good,so as to improve the supervision and guarantee module of the "353" online teaching management model.
