With the in-depth advancement of a new round of technological revolution and industrial transformation,traditional engineering education is facing severe challenges of rigid curriculum structure and slow transformation and upgrading.In this context,as a new paradigm of higher engineering education reform,the construction of new engineering disciplines has become a key force to promote social and economic development and innovative talent training models.Talents are the intellectual foundation for leading innovation and development and the first resource for national rejuvenation.Actively deploying future strategies and cultivating compound outstanding engineering talents is the primary task and main goal of the construction of new engineering disciplines.The ability development of new engineering talents is cyclical and staged.It is particularly important to interpret the ability characteristics of talents at different stages in depth,and to truly measure the development level of new engineering talents.Through combing and analyzing new engineering talents’ ability training and evaluation related research,from the perspective of "from novice to expert" theory,comprehensively using literature research method,Delphi method,interview method,fuzzy comprehensive evaluation method and other research methods to construct an ability evaluation index system that conforms to the growth law of new engineering talents,hoping to provide a reference for improving the quality of new engineering talent training.This research is divided into five parts.The first part is the introduction,which mainly includes the research background and significance,domestic and foreign research status,research ideas and methods;The second part is the theoretical basis and concept definition,discussing the "from novice to expert" theory,the need level theory,the professional competence theory,the application of human capital theory in the evaluation of new engineering talents’ ability,and the definition of core concepts such as new engineering talents’ ability;The third part is based on the main ideas of the "from novice to expert" theory,constructs a new engineering talent ability evaluation index system,mainly introduces the new engineering talent ability development stage from "novice" to "expert",and proposes the principles and steps for the construction of the evaluation index system.Then based on the preliminary construction of the new engineering talent ability evaluation index system,the Delphi method is used to screen and integrate the evaluation indexes,and finally the specific content of the new engineering talent ability evaluation index system is determined;The fourth part is the construction of the fuzzy hierarchical comprehensive evaluation model of the new engineering talent ability,mainly to introduce the interpretation of evaluation indicators at all levels,and from qualitative and quantitative two perspectives,we put forward the evaluation standards of talents from "novice" to "expert",and then use the fuzzy comprehensive evaluation method to determine the weights of indicators at all levels and establish a comprehensive evaluation model of ability;The fifth part is the implementation suggestions of the new engineering talents ability evaluation,which analyzes the operation steps of the new engineering talents ability evaluation from three aspects: determining the evaluation subject,optimizing the evaluation process,and paying attention to the evaluation results.
