Higher engineering education take the responsibility for conveying high-quality innovative engineering technological personnel to the nation, improvingthe quality of higher engineering education comprehensively is the core of thedevelopment of higher engineering education connotation. Scientific talenttraining quality evaluation system of engineering education can provide effectivemonitoring and protection for higher engineering education. Starting from thesocial needs, the research on quality evaluation system of higher engineeringeducation talent training, not only plays an important role in improving thequality of personnel training, but also has far-reaching significance on promotingimprovement in the overall level of higher engineering education.This research mainly uses the literature method, investigation method andmixing qualitative and quantitative method, on the basis of the analysis of thenational demand for innovative engineering talents on science and technologyquality, takes the stakeholder theory, Dewey’s education teleology andcompetence-based education theory as the instruction, and draws lessons fromforeign experience in higher engineering education quality evaluation, takes thequality of the individual engineering in cultivation of innovative talents inuniversities and colleges as the evaluation object, reflects the quality of higherengineering education by evaluating the output quality of the higher engineeringeducation talent.By cross using the concept of higher education evaluation and mathematicalmodeling theory, take the quality requirements for innovative engineering andtechnology talents as the guidance, through the analysis of the constituentelements of China’s higher engineering education talent training qualityevaluation system, the thesisuses analytic hierarchy process (ahp) construct theindex system of higher engineering education talent training quality recursivehierarchy structure model. And makes the quantitative research on the basis of qualitative analysis of the evaluation index weight, eventually builds a higherengineering education talent training quality evaluation system model.Quantitative evaluation of talent training quality, reflects the situation of higherengineering education talent training quality in China more objectively and truly.In the practical application, this thesis takes the student as minimumevaluation unit, implements the evaluation of students’ knowledge structure,ability structure, ideological and moral elements with new build evaluationsystem and method. And promotes the individual evaluation to the overallevaluation, through the analysis of the overall evaluation result, verifies thescientific and rationality of the higher engineering education talent trainingquality evaluation system. And through the monitoring and the influencingfactors on the quality of the higher engineering education, puts forward toimproving and strengthening the measures to improve comprehensive quality ofhigher engineering education.
