| In the transition to the vision goal of shared prosperity, equity and justice must be maintained and promoted, fairness and justice must be maintained and promoted, and the income gap between urban and rural areas is the embodiment and plays a crucial part in fairness and justice. The provision of public rural education services plays a key role in improving overall national quality and elevating the growth of the rural incomes, therefore improving supply is an effective way to reduce income inequality in urban and rural areas. With the advent of the new century, particularly since the proposal of strategy for rural revitalization, the state has sustainably take into account the development of education in rural areas, and financial expenditure in education has kept on increasing, but the gap between urban and rural education still exists.Hence, raising the level of public education service delivery in rural areas, taking full advantage of their role in improving income levels, and subsequently reducing the urban-rural income gap is the aim and outcome of this article for exploring the relationship between the two. This article takes into account data from 30 provinces of China for 2005-2019,first of all builds a system for evaluating indicators for the provision of public rural education services, and takes advantage of the entropy method to calculate the level of provision of public rural education services.Second, the Theil Index is used for calculating the urban-rural income disparities in every province.Whereafter, positive analysis is carried out,and general and dynamic group models have been established to examine the impact of public education services in rural areas on income disparities. To do this,we use the intermediate effects model of rural labor mobility and the question of progress in the field of agricultural technology, exploring the indirect effect of the provision of public rural education services on the income disparities. In the light of the positive findings, the main conclusions are as follows: first, the level of rural education public service supply has a marked effect on the urban-rural income gap,and by boosting the level of rural education public service supply, the latter has reduced. At the same time, income disparities between urban and rural areas have widened considerably due to pre-existing levels of education and public services in rural areas,as well as early income disparities. In other words, there is a cumulative effect.Second, the gap between rural and urban incomes is indirectly affected by rural labor mobility and technological advances in agriculture.Concretely,by improving the level of supply, more people who have received rural education will be attracted to stay in the countryside and the local economy will be developed to raise income levels;meanwhile,it will improve the ability of the educated population that remains in rural areas to use agricultural technologies more efficiently, raise their income levels and narrow the income disparities. In order to strengthen the role of rural public education service delivery in the urban-rural income gap,the purpose of this article is to make political advice to improve rural access to education in four areas: the first is to enhance the teachers’ qualifications and promote the "soft power" of rural education;the second is to build a rural education public service supply system against the urban-rural integration and to make progress in securing fair access to education;the third is to cultivate rural education from multiple dimensions and accelerate the multiplex development of the rural population;the fourth is to keep on enlarging support for rural education and help rural revitalization. |
