A Study On The Deviation Of The Implementation Of The Subsidy Policy For Compulsory Education Students In L County

At present,the "two exemptions and one subsidy" for urban and rural compulsory education and the "nutrition improvement plan" for rural compulsory education students are fully implemented in all regions of China.First,implement the system of exemption from tuition and miscellaneous fees for urban and rural compulsory education;The second is to establish a free textbook system and a recycling system for some textbooks;Third,improve the living allowances for students from economically disadvantaged families in compulsory education;Fourth,the nutrition improvement plan was launched in concentrated and contiguous areas with special difficulties,and local pilot projects were gradually carried out.The object of this study is the student financial aid policy of "two exemptions,one subsidy and one improvement".This study adopts the methods of literature review,questionnaire survey and field interview to analyze the student subsidy policy of compulsory education in L County.L County has made some achievements in the work of student financial aid for compulsory education,but there are deviations in the recognition standard,implementation process,financial aid coverage and supervision,and some problems have been exposed.For example,students pour nutritional milk,and the wrong distribution of subsidy funds.In view of the deviation in the student financial aid policy for compulsory education in L County,this study analyzes the reasons for the implementation deviation from three aspects: the policy itself,policy resources,and supervision.One is the reason of the policy itself,such as:the identification standard changes greatly,the process is not clear,the exit mechanism is not clear,and so on.One is the reason for policy resources,such as insufficient funding,insufficient information resources,poor quality of resources,and low quality of policy-performer.The last one is the absence of policy implementation supervision.After analyzing the reasons for the implementation deviation,this study puts forward suggestions to optimize the implementation deviation,namely: clarifying the system norms and standards,filling the lack of policy resources,unblocking the channels of policy information communication,improving the policy supervision and management system and expanding the scope of funding.
