| With the strengthening of the country’s emphasis on social service,the government’s purchase of social work service projects has become a common form.In order to test and ensure the quality and effect of the purchased services,the government usually adopts the third-party evaluation method to evaluate social service projects.However,in the process of planning and implementing the evaluation,a series of problems have become increasingly apparent.Based on the principal-agent theory and the social ecosystem theory,this paper discusses the problems arising in the interaction process of the stakeholders in the third-party evaluation.Taking the S agency for the third-party evaluation of the government’s purchase of social work service projects as an example,it investigates and analyzes the development and operation of the third-party evaluation agency through the method of literature,participatory observation and semi-structured interview.It is found that the evaluation system is not perfect,the evaluation process is formalistic,the evaluation results are subject to subjective influence of the relevant parties,and the evaluation procedures lack of integrity.Then,the causes of various problems in the third-party evaluation of the government’s purchase of social services are discussed in depth at the micro,meso and macro levels respectively,and feasible suggestions are put forward for these problems,including the improvement of the professional level of institutions at the micro level,the support of relevant parties at the meso level,and the optimization of the external legal and cultural environment at the macro level.It has certain guiding value for the scientific operation of the third party evaluation of social work service project purchased by the government and the improvement of the quality and effect of social work service. |
