With the development of economic and social,the people’s growing good life needs with unbalanced development contradiction is more and more prominent,to enhance people’s happiness,feeling and security,create happiness of the people’s livelihood benchmarking city,Shenzhen by developing social work talent team construction,cultivating and develop social work services,carry out the government to buy social work services,become a innovative social governance development need means and mode.In recent years,with the government purchase of social work service project practice and development,the government has released several measures to improve the social work level of service and supporting documents,from seven aspects clear social work service supervision system,and to improve the social work service project evaluation mechanism,establish a unified perfect social work service project evaluation standard,it shows that social work service level effect by unprecedented attention,to speed up the transformation of government function,establish modern science social work service project operation mechanism,build the development of high quality brand social work service is of great significance.Taking Y district as an example,the author participated in the field observation and research and semi-structured interview,and took the theoretical logic basis of "subject diversification thought" and "principal-agent theory" to study the evaluation effect and optimization path of the government purchase of social work service projects.The study found that: Y District,by introducing excellent social work service agencies,Standardize the contents,standards and procedures of government procurement,Strengthening the supervision and evaluation of social work services,Effectively standardizing the operation and management of social work service projects purchased by the government,Effectively supervise the financial use of the project funds,but,Through analyzing the current situation of project quality assessment,there are many problems and challenges in the operation process of government-purchased social work service projects,For example,the evaluation subject is single,the evaluation agency is not professional,the evaluation standards are not applicable,the social work service institutions are not in place,and the evaluation results are not effectively used,It affects the project operation effect to some extent.Further analysis shows that the main reasons are the imperfect government supervision and evaluation system,the lack of professional development and independence awareness of the evaluation institutions,the lack of targeted evaluation standards,the lack of service management ability and responsibility consciousness of social work institutions,and the difficulty in the implementation and application of the evaluation results.Targeted at the end of the article put forward the government purchase social work service project operation optimization Suggestions:clear multiple subject responsibility to establish multiple subject evaluation system,by strengthening the assessment of independent development and personnel training assessment institutions professional level,further refine evaluation index and dimension optimization evaluation standard and content,strengthen project service management ability and performance responsibility consciousness,through clear evaluation using the subject and strengthen the evaluation results,etc.,to ensure that social work professional development and service results,effectively realize the high quality development of social work.
