Research On The Third-party Assessment On Government Purchase Of Social Work Service

Since the 1980s,with the rapid development of China's economy,society,and non-governmental organizations and non-profit organizations,the government has begun to gradually implement the government's purchase of social worker services.Under the policy advocacy,Shanghai,Shenzhen,Guangzhou and other places have started to buy social workers services,and formed own characteristics.Among them,Jinan City also keep up with the development of era and began to explore the government purchase of social work service since 2008.However,at the same time of rapid development of government purchase of social work service,there have been many problems such as low efficiency of purchase,lack of public responsibility,dissatisfaction with clients,purchase of rent-seeking and so on.In response to those problems,the government has pay attention to the supervision and management on government purchase of social work service.The third-party assessment attracts much attention owing to its professional advantage and neutrality,and gets to be an important institutional choice on government regulation.However,as a new business in the field of government purchase of social work service,the third-party assessment still faces many problems,such as,lack of professionalism and independence,lack of supervision and limited use of the results of the assessment.With the continued popularization and development of the third-party assessment system,these problems have drawn close attention from all walks of life.Therefore,by summing up the existing problems,government and social forces work together to solve and put forward countermeasures,which has great practical significance.Such as achieving the good operation of government purchase,promoting the cooperation between government and society,and promoting the development of social organizations.This thesis researches through documents,case study and other methods.Taking the Lixia District of Jinan City as an example,this study summarizes the existing problems with the help of the government,the assessor and the assessed.On this basis,starting from the new public management theory and governance theory,this paper expounds the government's supervisory responsibility based on contractual governance and meta governance,and puts forward the countermeasures according to the government role perspective.The importance of third-party assessment is increasingly evident in the process of government purchase of social work service.However,due to the late start and lack of practical experience,the development of third-party assessment is still facing many problems.Therefore,we should look at the those problems objectively and work together to deal with.In the current context,the government has a major responsibility,including cultivate and guide third-party assessment agencies,strengthen the industry standard construction,optimize the assessment system,guarantee the stability and independence of the third-party assessments' funds and build a diversified regulatory system.In short,we need to gather social forces to ensure that third-party assessment is objective and impartial.
