The State has enacted a series of policies to address the problem of ’half past three’,and after-school services are an effective measure to address this problem.After-school services have received continuous attention in both the education and social sectors,and are being adjusted and improved as society develops,so the current study of after-school services in primary and secondary schools has practical significance.However,due to the lack of economic development and educational resources in rural areas,there are still many problems that need to be solved in the implementation of after-school services in rural primary schools.This study focuses on the policy implementation of after-school services in township primary schools.S Primary School,a township primary school in Tianjin,was selected as the object of this study,and documents on after-school services policies in China and Tianjin were reviewed and collected through the literature review method,and on this basis,a systematic sorting and analysis was conducted.On this basis,a survey was conducted on the implementation of after-school services in S Primary School using a combination of questionnaire and interview methods,based on stakeholder theory,to understand the current situation of the implementation of the after-school services policy in S Primary School.The following problems exist in the after-school service of Primary School S: the arrangement of the after-school service break time is not reasonable;the content of the after-school service is relatively single and the quality is not high;teachers are negative and not highly motivated to participate in the after-school service;parents’ awareness of the after-school service is insufficient There is a bias in the understanding of the after-school service policy;the monitoring and evaluation system of schools is not sound.The reasons for these problems can be attributed to the lack of sound policies on after-school services;the school’s neglect of the students’ main role and its failure to take their demands into account;the lack of resources for after-school services;the lack of extensive and stable funding sources and narrow funding channels;the lack of a long-term mechanism to protect teachers’ rights and interests in participating in after-school services;the school’s inadequate publicity of the after-school services policy;and the lack of a monitoring and evaluation system.There is a lack of long-term mechanisms to protect teachers’ rights and interests in after-school services;the school’s policy on after-school services is not well publicised;the system of after-school services is not perfect and there is no monitoring and evaluation system.Based on the problems in the implementation of the after-school service policy in primary school S,this study proposes that multiple stakeholders should work together to improve the level of after-school services in schools,based on the theory of collaborative governance.At the government level,firstly,the government should continue to improve the after-school service policy,clarify the specific implementation details of the after-school service in township primary schools,and improve the implementation of the after-school service policy in township primary schools;secondly,it should strengthen the financial guarantee system for the after-school service;thirdly,it should continue to improve the after-school service system.At the school level,firstly,schools should scientifically arrange rest time for after-school services according to the characteristics of primary school students;secondly,they should expand the space for after-school services and enrich the content of after-school services;thirdly,they should improve the incentive mechanism for teachers and strengthen the construction of after-school service teachers;fourthly,they should strengthen the strength and depth of policy publicity to improve and perfect the knowledge and understanding of students’ parents about the after-school service policy;fifthly,in terms of the evaluation of after-school services,schools Fifth,in terms of evaluation of after-school services,schools need to establish a scientific system.At the community level,all sectors of society should actively cooperate and fully mobilise and integrate quality social resources to enrich the after-school service system.At the family level,parents of students should give full play to their family education role and fulfil their family education responsibilities;they should actively participate in the classroom PTA to promote effective home-school cooperation.
