Compulsory education is the foundation for improving national quality and the starting point for achieving social equity.Due to unbalanced and insufficient economic development in various regions and uneven financial investment in education,the introduction of previous policies on reducing the burden of compulsory education did not solve the fundamental problem of overburdening students in a long-term and effective manner.The promulgation and implementation of the Opinions on Further Reducing the Burden of Homework and Off-Campus Training for Students at the Compulsory Education Stage,issued by the General Office of the CPC Central Committee and the General Office of the State Council in July 2021,has achieved a series of major breakthroughs in reducing the excessive burden of homework for students at the compulsory education stage,meeting the diverse needs of students,easing parents’ mental anxiety and economic pressure,and regulating and curbing the excessive capitalization of off-campus training institutions.In the context of the modernization of China’s educational governance system in the new era,we should advocate the concept of multi-governance in education.The long-term implementation of the "double reduction" policy requires the participation of multiple stakeholders,including the government,education administration,school management,teachers,students,parents,and the public media,to form a synergy in the policy network and promote the "double reduction" policy.The implementation of the "double reduction" policy should be carried out in a smooth and orderly manner.A survey of teachers,students,and parents in the upper grades,i.e.,grades 5 and 6,of five elementary school in Tianjin’s District H found that the current implementation of the "double reduction" policy has begun to bear fruit,as the burden of homework,the pressure of school exams,and the burden of extracurricular training on students have all been reduced.However,there are also impediments in the process of policy implementation that led to the implementation dilemma of each subject.As a result of the policy implementation environment,teachers’ value differences with students and parents in policy implementation have led to interactive games;teachers’ working hours have increased due to increased work pressure;the after-school service system still needs to be improved;students have begun to appear hidden burdens and demanded the expansion of multiple comprehensive development pathways;parents’ educational anxiety has not been significantly alleviated and expect effective home-school communication and cooperation;multiple implementation subjects’ participation rights and responsibilities are not clear;and contradictions and interests in the policy network have emerged.Parents’ education anxiety has not been significantly relieved,and they expect effective communication and cooperation between home and school.Based on the above problems,this study proposes suggestions to improve the current implementation dilemma and enhance the policy implementation power for each implementation subject in the upper grades of primary and secondary schools in the policy implementation network.We should improve the incentive mechanism and after-school service system for teachers;call on the government and education authorities to increase the scope of policy publicity and optimize the policy implementation environment;update the evaluation criteria for students’ success and deeply change the concept of talents;reasonably divide the rights and responsibilities of multiple subjects and establish a sound participation mechanism and legal system.All subjects in the policy implementation network should form a synergy to jointly promote the long-term implementation of the "double reduction" policy. |
