The report of the 20 th National Congress of the Communist Party of China pointed out that "education,science and technology,and talent are the basic and strategic support for the comprehensive construction of a modern socialist country." Education is of great importance to the state and the Party.Compulsory education is in a fundamental position in the entire education system and is the biggest public good related to every family.While compulsory education is constantly developing,the excessive burden of students has become the focus of social concern.On July 24,2021,the General Office of the CPC Central Committee and the General Office of the State Council issued the Opinions on Further Reducing the Burden of Homework and Off-campus Training for Students in the Compulsory Education Stage(referred to as the "double reduction" policy),hoping to fundamentally solve the dilemma of involution in the development of compulsory education.As the capital city of Shanxi Province,Taiyuan City has responded positively since the introduction of the "double reduction" policy,and has successively issued a number of policy texts to refine the strict implementation of the "double reduction" policy in the local area,and achieved positive results: primary and secondary schools in the compulsory education stage have generally carried out "5+2" after-school services,the total amount of student homework has been controlled to a certain extent,the quality of school education has been significantly improved,and off-campus training institutions have been greatly reduced.However,through the survey and research,it is found that the burden of students has not been fundamentally changed,and there are still some problems in the implementation of the "double reduction" policy,including the inefficient cooperation of the executive agency,the formal implementation of the target group,and the social contradiction of the policy environment,which hinders the effective realization of the "double reduction" policy goal.Therefore,it is necessary to study the implementation of the "double reduction" policy in the compulsory education stage in Taiyuan City,Shanxi Province,so as to break the barriers to policy implementation and return the essence of education carried by the "double reduction" policy.Starting from the current situation of the implementation research of the "double reduction" policy in the compulsory education stage of Taiyuan City,Shanxi Province,combined with the overall governance theory,this paper sorts out the relevant burden reduction policy texts in Taiyuan City through the literature research method,uses the questionnaire survey method and interview method to conduct empirical investigation on the relevant interest groups involved in the "double reduction" policy,constructs a three-dimensional analysis framework of "implementing institutions,target groups and policy environment",and finally puts forward improvement strategies according to the problems existing in the implementation of the "double reduction" policy in Taiyuan City.It has been less than two years since the release of the "double reduction" policy,and many policy practices are still being explored and optimized.Through this research,it is hoped that it can provide certain reference and reference for the implementation of the "double reduction" policy in the compulsory education stage in Taiyuan City,Shanxi Province,and at the same time provide new ideas for the development of China’s compulsory education stage,create a good environment for reducing burden,and promote the return of the main position of school education.
