The Downward Shift Of The Center Of Gravity Drives The Transformation Of China’s Urban Community Governance Model

With the continuous shift of the center of governance,in this context,various localities have blossomed in many places and developed a series of new mechanisms of grassroots governance by relying on their own advantages.However,there is no lack of grassroots "pseudo innovation" with formalism or even trace doctrine in order to pursue innovation achievements.There are more and more new mechanisms for community-level governance.Is it governance innovation or a new formalism?In January 2022,the report of the third Plenary Session of the 12 th CPC Nanchang Municipal Committee proposed to "build a brand of ’Happiness roundtable’ with great influence",which was fully affirmed by the Central and Provincial Party Committees.Through research "happiness roundtable" excellent typical Y community how through happiness roundtable introduced the property closed enclosed management,promote the harmonious village construction,using longitudinal single case study method to reveal the enthusiasm of community governance advice,explore the path of social work to participate in grassroots governance and space,to promote the innovation of grassroots governance and governance ideas to provide some enlightenment and reference.The study found that the "Happiness Round Table" in Xihu District successfully links the block resources,crosses the boundary relationship,reshapes the community governance pattern,and activates the community governance efficiency,thus,along with the risks of trace doctrine,path dependence and identity division.Consultation and governance urgently needs the support and participation of social work professionals,which provides a broad space and platform for the localized development of social work.
